- 01 April 2020 Due to the Shelter-In-Place order issued for the state of Georgia effective 03 April 2020, representatives from Robins AFB SOF Contracting will�no longer be stationed at the Visitor�s Center to receive proposals on 03 April 2020 from 2:30PM to 4:30PM EST. Offerors�shall submit their proposals electronically to Ms. Amanda Ragan and Ms. Robianna�Hill via the POC emails listed with this announcement. Early submissions will be accepted. In addition, we have extended the proposal due date to Monday, 06 April 2020�NLT 4:30PM EST to accommodate this sudden change. Please be vigilant and monitor this announcement should any additional changes be made. An amended RFP will follow incorporating this�language as soon as possible. ----- 20 March 2020 Please see the incorporated solicitation amendment 0002 incorporating�administrative changes to Attachment 2 L-900 Instructions to Offerors and Attachment 8��Air Force Technical Manual Contract Requirements (TMCR). All other attachments and updates posted as of 19 March 2020 remain unchanged. ----- 19 March 2020 Please see the Attachment 10 Contract Data Requirements List(s) (CDRLs) posted today. The version posted on 18 March 2020 had a file corruption error and has been deleted and replaced with the attached. All other�attachments and updates posted yesterday remain unchanged. ----- 18 March 2020 The purpose of this announcement is to incorporate the solicitation amendment FA8509-20-R-0004-0001 with attachments to address the Government responses to the formal solicitation questions posted on 13 March 2020. The proposal due date is hereby extended from�Friday, 20 March 2020 to Friday, 03 April 2020 at 4:30PM EST. Attachment 2 L-900 Instructions to Offerors details that initial proposal packages shall either be mailed or hand-delivered. As a notice, Robins, AFB Contracting is in a status of situational telework for the foreseeable future because of COVID-19, however, a Government representative will be in place from 2:30PM � 4:30PM EST at Robins, AFB Visitor�s Center on Friday, 03 April 2020 to accept hand-deliveries. A contracting representative will also be in the SOF/PR Contracting Office to accept hand-deliveries. This status is subject to change pending any additional unforeseen circumstances surrounding the current real-world situation. ----- 13 March 2020 The purpose of this annoucement�is to post the Government's responses (labeled ""Final Copy of RFP Questions_13 March 2020"")�to the formal solicitation questions that were�due on 27 February 2020. In addition, the Government is extending the proposal due date from 20 March 2020 4:30PM EST to 03 April 2020 4:30PM EST. A formal RFP amendment incorporating updates generated from the questions will be forthcoming NLT 17 March 2020. Please continue to monitor this annoucement. ----- 05 March 2020 The Government has received and is in the process of compiling responses to the questions submitted on 27 February 2020. Due to the delay, the Government plans to extend the due date for proposals a week from 20 March 2020 when the RFP amendment is posted.�More information regarding the responses to the questions submitted will be forthcoming. ----- The purpose of this announcement is to release the formal solicitation for the Precision Strike Package Technical Documentation Project (PSP TDP). Please see the attached Request for Proposal (RFP) as well as the respective attachments one (1) through ten (10) for details. Please pay attention to this formal solicitation since changes have been made since posting the draft RFP. Initial questions regarding this formal RFP will be accepted within 7 calendar days of this notice, due date: 27 February 2020 no later than (NLT) 4:30PM EST via�email to the�POCs listed in the announcement. Please refer to previous questions and answers posted to the presolitication notice dated 15 January 2020. Please include�both the primary and secondary�POCs in the�email.� Note: Formal Proposals are due NLT 20 March 2020 4:30PM EST. Description of the PSP TDP Effort: This effort is for the Special Operation Forces (SOF) PSP TDP effort originally posted under the presolicitation notice, FA850920R0004. This effort serves to provide updates to technical manuals in support of the PSP aboard the SOF C-130 fleet. The applicable NAICS code for this effort is 541330 Engineering Services, Exception A with a size standard of $41.5M. This effort is a Lowest Price Technically Acceptable (LPTA) Total Small Business Set Aside and has been determined commercial pursuant to FAR Part 12 and FAR 2.101. The solicitation has ten (10) Contract Line Item Numbers (CLINs) X001 1-99 Tech Pages, X002 100-300 Tech Pages, X003 301-501 Tech Pages, X004 502-702 Tech Pages, CLIN X005 703-903 Tech Pages, X006 906-1,104 Tech Pages, X007 1,105-1,305 Tech Pages, CLIN X008 Over and Above 1,306-1,506 Tech Pages, X009 Contract Data Requirements List (CDRLs), and 0010 Initial Kick-Off Meeting. CLINs X001-X008 are Firm Fixed Price (FFP), X009 is Not Separately Priced (NSP), and 0010 is FFP. This effort will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract and is estimated to have one (1) Basic Year and two (2) annual Option Years. In accordance with AF 16-201, for this effort, the participation of foreign entities�is not permitted.
