Description

(i) This is a combined synopsis/solicitation for commercial items (FAR 13.500, Simplified Procedures for Certain Commercial Items) prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of Veterans Affairs, 36C248 has a need for Mobile Sterile Processing Unit lease. It is estimated that the unit will be close to 2,200 square feet in size. Includes corridor trailer option, cart washer, delivery, onsite setup, testing, and training, as well as required maintenance during the period of performance. It is the Contracting Officer s (CO s) intention to award a firm fixed-price contract for a base year plus two, six-month options. Please read this notice thoroughly. (ii) The combined synopsis solicitation number is 36C24820Q0594. It is issued as a Request for Quotation (RFQ). (iii) This combined synopsis solicitation and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular 2020-04. (iv) The combined synopsis solicitation is Unrestricted. The NAICS is 532120 and the business size standard is $38.5M. (v) Required characteristics/standards are contained in the attached performance work statement information. Comparative evaluations will be performed after all quotes have been received. Quotes must contain design-build/plan in accordance with directives prescribed in PWS documentation. (vi) A description of the necessary services/items are found in the attached blank price spreadsheet. For ease of evaluation, offerors are required to fill in the spreadsheet with prices and submit with offer. If the contracting officer overlooked any anticipated costs, please add them as a new line item. The contracting officer and successful offeror will discuss options relating to contract line item structure. A site visit will be held on 4/20/2020 at 10am, meeting up at the West Patio entrance. This site visit is necessary unless the contractor has a working knowledge of the area sufficient to permit creation of an accurate quote. Attendees are required to notify the contracting officer of their attendance no later than 4/13/2020 at 10am via the email address provided. The site visit will be cancelled if there are no participants. (vii) Services to be utilized by personnel at the Miami VA Medical Center, 1201 NW 16th Street, Miami FL 33125. (viii) Provision 52.212-1, Instructions to Offerors Commercial (Oct 2015), applies to this acquisition. (ix) Provision 52.212-2, Evaluation Commercial Items (OCT 2014), applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer will be most advantageous to the Government. The following factors shall be used to evaluate offers: Price Technical Features (Salient Characteristics) Past Performance Price and technical acceptability will be determined in accordance with the salient characteristics provided in the PWS information. The Government has determined in advance that the Best Value will be the offer with the lowest evaluated price among those offers rated technically acceptable , in conjunction with past performance, as follows: For past performance, offerors must show previous experience of at least two successful efforts as a prime contract holder for the provision of mobile sterile processing units. Past performance of subcontractors will not be considered for this factor. Offerors who fail to submit evidence of relevant past performance will not be considered for award. Once the government determines that there is a vendor that is best suited to meet the requirements of this RFQ, the government reserves the right to communicate with only that vendor to address any remaining issues.
