Description
****AMENDMENT 0001 DATED 01 APRIL 2020 HAS BEEN ISSUED.� THIS AMENDMENT EXTENDS THE DUE DATE AND INCLUDES ELECTRONIC PROPOSAL SUBMISSION GUIDELINES WHICH SHALL BE FOLLOWED.� PLEASE SEE THE ATTACHED AMENDMENT FOR DETAILS**** PLEASE SEE THE SOLICITATION AND ALL RELATED ATTACHMENTS FOR FULL DETAILS. DESCRIPTION: The intent of this solicitation is to select up to seven (7) contractors for a new Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for Design/Build (D/B) Operation and Maintenance Construction Projects within the Great Lakes and Ohio River Division Mission Boundaries.� The work consists of construction (Design/Build or Design/Bid/Build) as well as items incidental to the completion of the construction. �The scope includes but is not limited to new building construction, building or building systems renovation, structural repairs, site work, paving, and civil works (flood damage reduction, such as channel improvements, bank stabilization, levees and floodwalls). �Activities incidental to the construction include, for example, building/facilities demolition and debris removal, utility installation/replacement, equipment upgrades, landscaping, geotechnical work, security systems, and abatement of materials of environmental concern (e.g. materials containing lead, asbestos, Polychlorinated Biphenyls (PCBs) or Hazardous, Toxic, and Radioactive Waste (HTRW)).� All designs shall be performed by registered professionals. TYPE OF CONTRACT: The MATOC will consist of up to seven (7) firm-fixed-price IDIQ contracts that will have a three (3) year base ordering period from the date of award and will also include a single two (2) year option ordering period for a not to exceed ordering period total of five (5) years. ��All task orders issued to the MATOC will be firm-fixed-price.��The total combined not to exceed capacity for the MATOC is $45,000,000. TYPE OF SET-ASIDE: This procurement is 100% set-aside for HUBZone Small Businesses under NAICS code 236220 � Commercial and Industrial Building Construction. SELECTION PROCESS: This will be a Two (II) Phase Procurement. �Proposals will be evaluated by the Government in accordance with the following criteria for Phase I: Past Performance (Prime Contractor and A-E Designer of Record), Technical Approach, and Pro Forma Information. �Following completion of Phase I, up to a maximum of ten (10) most highly qualified Offerors will be selected to participate in Phase II. SOLICITATION WEBSITE: The official solicitation, when posted, will only be available on the Contract Opportunities website, http://beta.sam.gov. �Paper copies of the solicitation will not be issued. �Telephone and fax requests for this solicitation will not be honored. �Project files and Portable Document Format (PDF) files can be viewed, navigated, or printed using Adobe Acrobat Reader. �To download the solicitation for this project, when posted, contractors are required to be registered with the Contract Opportunities website, http://beta.sam.gov. �Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. �This will be the only method of distributing amendments through the closing date of the solicitation; therefore, it is the Offeror�s responsibility to periodically check the http://beta.sam.gov for any possible amendments to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the System for Award Management (SAM) database at https://www.sam.gov/SAM/. �If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
