Description
SCOPE�OF WORK This project involves the construction of just over � (.6) mile of relocation at MP 1.5 on a long distance non-motorized, multiple use trail. Work includes the clearing, grubbing, excavation and embankment, switchbacks, and a variety of other trail and drainage structures. The contractor will be responsible for the purchase of all materials, mobilization, and construction of all portions of the project. Mountain bicycles and pack animals are allowed on this trail. Blasting may be required on this project. The contractor is responsible for all Washington State and Federal regulations and certifications regarding blasting activities. PRE-QUOTE CONFERENCE Due to COVID-19 a pre-quote site visit will not be held. SCHEDULE OF ITEMS -- LINE ITEMS (SOME, NOT ALL) Trail Construction (Excavation) 2,830 LF; Trail Construction (Clearing & Grubbing) 2,830 LF; Shallow Stream Ford with Rock Retainers 115 LF; Parallel Ditches 40 LF; Armored Drain Dips 4 EA; Switchback (Type II) 2 EA; Retaining Wall (Stacked Rock) 446 LF. PROJECT LOCATION This project is located on the Snoqualmie Ranger District/North Bend Area, of the Mt. Baker-Snoqualmie National Forest.� From Seattle or Bellevue, take I-90 east and take exit #34. Drive north on 468th Avenue. In 0.6 miles, turn right onto SE Middle Fork Road (Forest Service Road #56). The large and well-marked Middle Fork trailhead parking lot is on the right side of the road at 11.5 miles. Hike the Middle Fork Trail 1.5 miles to the beginning of the proposed relocation. � PROJECT MAPS Refer to the attached ""Project Maps"" included with this BetaSAM presolicitation notice. ACCESS RESTRICTIONS The Middle Fork Road #56 is currently closed to the public at MP 9.0 (Pratt Gravel Bar Trailhead) due to winter storm damage. King County will begin the repair work April 2020 depending on weather. This timeline will more than likely be extended due to COVID-19 impacts. �Administrative access will be allowed via bicycle or motorbike for prospective bidders.�Advance notice is required and may be arranged by contacting�Alex Weinberg, Recreation Corridor Manager, Snoqualmie Ranger District at (425)888-1421, one week ahead of your proposed project review. Completion of the road repair is currently scheduled for July 15, 2020. PROJECT TIMING This project shall be completed between July 15, 2020 and November 30, 2021.� The normal construction season at the site is typically April through November 1. Due to lower elevations the season may be extended by unseasonably good weather. FAR 32.204 DISCLOSURE OF THE MAGNITUDE OF CONSTRUCTION PROJECTS The goverment's price range for this project is between $100,000 and $250,000. CONTRACT TYPE This will be a firm-fixed-price (FFP) construction contract. TECHNICAL SPECIFICATIONS Technical specifications are contained in applicable sections in:�Standard Specifications for Construction of Trails and Trail Bridges on Forest Service Projects, US Customary Units, 10/30/2014. PERFORMANCE AND PAYMENT BONDS The contract award between $35,000 and $150,000 will require a Payment Bond after contract award; contract award $150,000 or greater will require both a Payment and a Performance Bond. BID GUARANTEE If your company's quote is $150,000 or greater a Bid Bond is required. The Bid Bond form and associated instructions will be provioded in the solicitation when issued.
