Description
A pre-proposal�conference will be held on April 08, 2020.��RSVP is required on�the Pre-Proposal Conference Notice Attendance Form.��Please complete and return this form�via email to Della Ljungkull at Della.Ljungkull@gsa.gov and Timothy Novak at Timothy.Novak@gsa.gov by April 7, 2020 at 11:00AM Eastern. This is a solicitation notice for a contract for the U.S. General Services Administration (GSA), Public Building Service, Region 5, at the Charles E. Chamberlain Federal Building, located at 315 W. Allegan St., Lansing, MI 48933. This acquisition will result in a single contract award. The intent of the project is to modernize the elevator to improve performance and safety. The elevator will be brought into compliance with the most current versions of ASME A17.1 - Safety Code for Elevators and Escalators, NFPA 70 - National Electric Code, the Americans with Disabilities Act (ADA), and any other applicable codes. The elevator operating and safety equipment, both mechanical and electrical, will be replaced or renovated as required. The elevator cab will be replaced with a new cab with new interior finishes, cab lighting, emergency lighting, pushbutton stations, digital position and direction indicators and dedicated emergency phone lines. The elevator landings will receive new pushbutton stations and car position/direction of travel indicators. The machine room in the attic will receive a new door and frame a new, code-compliant HVAC system and new lighting. The elevator pits will receive epoxy paint and new access ladders as required by code. A new sump pump will be installed in the elevator pit and connected to the building sanitary piping system. The hoist way will receive paint and new lighting. Duration of the Project: All work to be completed within 245 calendar days from the contractor�s receipt of Notice to Proceed (NTP). Disclosure of the Magnitude of Construction: Between $1,000,000 and $5,000,000. The procurement is set-aside for Small Businesses only. The NAICS code for this procurement is 238290 (Other Building Equipment Contractors) with a size standard of $16.5 million. This is a negotiated best value procurement. Proposals will be evaluated on price and non-price factors. All responsible small business concerns may submit a proposal which shall be considered by the agency. Proposals will be opened privately. For this procurement, the technical factors, when combined, will be significantly more important than price. The due date for receipt of proposals is stated in the solicitation. There will be an electronic submission with which the solicitation will explain in further detail.� Offerors are responsible for downloading the solicitation and for monitoring FBO for amendments or additional information. All interested contractors must register with FBO in order to view sensitive but unclassified information. All government contractors must be registered in the System for Award Management (SAM) prior to submitting an offer. You may access SAM at the following URL: https://www.sam.gov/portal/public/SAM/ .
