- Page 1 of 1 PRE-SOLICITATION NOTICE Project No. 537-18-301B: Legionella Corrections at Jesse Brown VA Medical Center, Chicago, IL. This Pre-Solicitation Notice is NOT a request for submittals of any kind. The information provided is for planning purposes only, and does not constitute a request for proposal. This construction project is set-aside for Service-Disabled-Veteran-Owned-Small-Businesses (SDVOSBs). The Contractor shall provide all tools, materials, components, labor and supervision for service to eliminate dead ends prone to harboring legionella growth in the water distribution system and installation of mixing valves preventing scalding at Jesse Brown VA Medical Center. All services related to the Statement of Work (SOW) shall meet local, state, federal, VA, ADA, NFPA, life safety codes and directives. Work is to be completed within 265 calendar days of receipt of a Notice to Proceed. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction firms. The solicitation, which will be posted on https://beta.sam.gov, will include all drawings, plans and specifications related to this requirement and be issued on/about February 20, 2020 with proposals due on/about March 23, 2020 IAW FAR 36.213-2. The offeror is responsible to monitor and download any amendments from https://beta.sam.gov which may be issued to this solicitation. There will be a pre-proposal site visit held for this project and all prospective offerors are encouraged to attend. Details of the pre-proposal site visit will be included in the solicitation package. The project magnitude range is between $1,000,000 and $2,000,000. The North American Industry Classification System (NAICS) for this procurement is 238220 (Plumbing, Heating, and Air-Conditioning Contractors); size standard $16.5 million applies. In accordance with VAAR 819.7003 (b), at the time of submission of offers/quotes, and prior to award of any contracts, the offeror must represent to the CO that it is a (1) SDVOSB eligible under VAAR Subpart 819.70; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) SDVOSB listed as verified in VIP database at: https://www.vip.vetbiz.gov. In order to receive a contract, you shall be registered and current in SAM.gov. If you are not registered with System for Award Management (SAM) you may register online at https://www.sam.gov/ .
