Description: Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration Aircraft Operations Center (NOAA AOC) had begun the process of expanding its� aircraft hangar and operations. In any instance when an operational organization grows, there is a fundamental need to keep track of equipment and tools. Keeping accountability of tools and equipment is especially critical when it comes to aircraft operations due to foreign object debris (FOD). The FAA defines FOD in AC 150/5210-24, Foreign Object Debris (FOD) Management, as any object, live or not, located in an inappropriate location in the airport environment that has the capacity to injure airport or air carrier personnel and damage aircraft. In an effort to prevent FOD from negatively impacting the operations, AOC enacted policy 209-2, the foreign object damage/debris prevention program and policy 221-12, tool control and accountability policy. Within these policies it underlines the importance of tool control. Given the requirements outlined by the policies and the influx of additional equipment and tools arriving at the center. AOC requires an intuitive software package dedicated to tracking the location, serviceability, and quantity of the equipment throughout the center. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number NMAN6000-20-00922 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05. The North American Industry Classification Code (NAICS) for this acquisition is 541519, Other Computer Related Services ; the small business size standard is $30.0 Million. Line items are as follows: CLIN 0001 Inventory Management System Tool Control Inventory Management Hardware and�Software. A.2. Scope of Work The vendor shall provide software and hardware capable of the following: 1. Software which allows users to enter tool tracking information at two separate locations 2. Software capable of tracking an unlimited number of assets such as tools, supplies, ect. 3. One touch screen Kiosk compatible with tool tracking software 4. One wireless bar code scanner 5. Provide either in person training opportunities or satisfactory training within the software environment 6.
