- UPDATE AS OF 1 April 2020: The purpose of this modification is to extend the bid opening date, include the Government response to industry questions, include attachment 2, DoD SAFE user guide and to change the public bid opening submissions to electronic submissions only.� Bid opening will be held via teleconference call on April 30 2020 at 02:00 PM Central Standard Time. Fort Hood DPW requires a new construction contract to replace three water-cooled, heat-pump chillers at building 56059 with two non-reversible chillers. Each chiller shall be connected to an existing air handler and serve a single floor. Work shall also include installing a new hot-water heating coil in each air handler (2 total), running new condenser-water piping from the existing boiler to each new heating coil, installing two new booster pumps, and modifying existing HVAC controls.
