- Combined Synopsis/Solicitation Solicitation Number: FA461320Q1012 Purchase Description: CentrAlert Tech update This is a Combined Synopsis/Solicitation Notice for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; responses/quotes are being requested, further written solicitation will not be issued. This solicitation will be posted to the beta.SAM.gov web-site as a Total Small Business Set Aside. The 90th Contracting Squadron is issuing this combined synopsis/solicitation, FA461320Q1012, as a Request for Quote using FAR Part 12, Acquisition of Commercial Item, & FAR Part 13, Simplified Acquisition Procedures. The North American Industrial Classification System (NAICS) code for this procurement is 334290, with a small business standard of 750 employee�s. The Government intends to award to a single contractor. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2020-04 effective 15-Jan-2020, Defense Federal Acquisition Regulation Supplement DPN 20190215 effective 23-Jan-2020 and Air Force Federal Acquisition Regulation Supplement AFAC 2019-1001 effective 03-Oct-2019. DESCRIPTION OF ITEMS/SERVICES: All CLINs F.O.B. Destination. Responses/quotes MUST be received no later than Wednesday, 15 April; 1500 (Mountain Standard/Daylight Time). Forward responses by e-mail to nathean.stoner@us.af.mil Per FAR Subpart 4.1102, offerors are required to be registered in System for Award Management (SAM) at the time an offer is submitted. Failure to do so will result in the offer being deemed ineligible for award. Instructions to offerors: 1. Offers must, at a minimum, contain the information required by the clause at Federal Acquisition Regulation (FAR) 52.212-1(b): Submission of Offers - Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show -- The solicitation number; The time specified in the solicitation for receipt of offers; The name, address, and telephone number of the offeror; A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; Terms of any express warranty; Price and any discount terms; �Remit to� address, if different than mailing address; A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212- 3(b) for those representations and certifications that the offeror shall complete electronically); Acknowledgment of Solicitation Amendments; Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. 2. The offeror must include in its quotation the following, at a minimum: Technical Quote � Authorized Dealer Technical Factor 1 � Provide documentation showing that contractor is an authorized CentrAlert Dealer and the installing is being completed by authorized installers. Price Quote � Each offeror shall submit a price quote separate from the technical quote. Offeror shall quote fixed unit pricing for all CLINS. Inconsistencies with unit pricing may result in the offer being ineligible for award Prices must be both reasonable and balanced. Note that unrealistically low or high proposed prices may be grounds for eliminating a quotation from competition either on the basis that the offeror does not understand the requirement or has submitted an unrealistic quotation.� Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an offeror�s quotation. Quotations should be sufficiently detailed to demonstrate their reasonableness and balance. The burden of proof for credibility of proposed prices rests with the offeror. 52.212-2 Evaluation-Commercial Items. ��� (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Factor 1 � Authorized dealers: The Government will validated all dealers and installers with the manufacture CentrAlert to ensure they are authorized. (a) Technical quote must be rated as technically acceptable in order to be eligible for award. The following adjectival ratings will be assigned to Technical Factor 1 � Authorized Dealer: Adjectival Rating Description���� Acceptable Quote meets requirements and indicates an adequate or more than adequate approach and understanding of the requirements. Unacceptable Quote does not meet requirements of the solicitation and contains one or more deficiencies; quote is unawardable. Price: The Government will utilize the procedures at FAR 13.106-3 to determine price fair and reasonableness. Offerors whose pricing is determined to be unreasonable or unbalanced may not be considered for award. Unbalanced or unreasonable pricing exists when despite an acceptable total evaluated price, the price of one or more line items is significantly over or understated as indicated by the application of cost or price analysis techniques. Award will be made to the offeror who is rated technically acceptable, demonstrates realistic and balanced pricing, has the lowest total evaluated price, and is deemed responsible in accordance with FAR Part 9.
