Description
This is a Sources Sought Synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The North American Industry Classification System (NAICS) Code for this acquisition is 541620, entitled, ""Environmental Consulting Services"". The small business size standard for NAICS Code 541620 is $16.5 million. The Department of the Interior, Bureau of Reclamation (Reclamation), Region 8 - Lower Colorado Basin, Lower Colorado Regional Office, has a requirement for a pilot study that will explore the current methods that are used to quantify agricultural water conservation activities in the Lower Colorado River Basin and explore approaches to improve quantification methods. In partnership with the Central Arizona Water Conservation District, the Southern Nevada Water Authority, and The Metropolitan Water District of Southern California, Reclamation will oversee and work with the awarded contractor to complete this pilot study more formally identified in the scope as ""Exploration of Quantification Methods for Deficit Irrigation, Seasonal Fallowing, and Irrigation Conversion of Irrigated Agriculture in the Lower Colorado River Basin"". This pilot is intended to build-on and include additional analysis beyond the basin study, such as the ""Colorado River Basin Water Supply and Demand Study"". Reclamation requires a contractor that has extensive knowledge regarding Colorado River supply imbalances in the last four (4) decades and/or is fully knowledgeable and competent regarding the supply imbalances and proposed conservation measures, specifically, Agricultural Water Conservation. Additionally, the contractor must have experience analyzing agricultural water conservation methods such as deficit irrigation, split season irrigation, targeted crop selection, fallowing (both temporary and permanent), and irrigation methodology conversions. Finally, the contractor must be able to provide a non-biased independent review of the recent research and pilot experiments conducted for various conservation methods. The period of performance is anticipated to be July 2020 through December 2021. Capability statements are to be submitted no later than Friday, April 10, 2020, at 4:30 P.M., local time. The capability statement shall address the work listed above, and shall demonstrate the company's ability to provide the requirement described above, by submitting the following: 1) A list of previous projects, including a summary of work and dates of performance, that are similar in scope, and 2) A list of references from the list of projects provided. Additionally, all responses to this sources sought shall include company name and address, business size and type (8(a), HubZone, Small Business, etc), DUNS Number, and point of contact, including e-mail address and telephone number. Capability statements shall not exceed eight (8) pages, in length. This information will be used to assist the Contracting Officer in developing the procurement strategy, in particular, whether a socio-economic set-aside strategy is appropriate. All responses to this Sources Sought Notice shall be provided to Ms. Schilke via e-mail at jschilke@usbr.gov. When it is determined if a formal solicitation will be issued, a notice will be posted on the BetaSAM website at https://beta.sam.gov/. Prospective contractors shall be registered in the SAM database at the time an offer/quote is submitted.
