An update to this notice is being done to extend the response date to 8 April 2020. _______________________________________________________________________________________ Unfortunately, due to the COVID-19 pandemic, DLA will not conduct an in-person Industry Day on April 15, 2020, as planned.� In lieu of an in-person visit, we are planning to arrange a�call-in meeting on April 15th.� As things evolve, updated information (to include slides) will be provided via an e-mail invite to those who respond to this announcement and would like to participate.� ***� All questions and RFI responses are due by April 8, 2020.*** ------------------------------------------------------------------------------------------------------------------------------- *** THIS NOTICE IS AN AMENDMENT TO THE PREVIOUS CONTRACT OPPORTUNITY: SPE4A220XXXXX_BEARINGS_RFI.*** PROGRAM OVERVIEW: DLA-Aviation, Richmond is conducting market research to identify potential sources that may possess the expertise, capabilities and experience to provide a strategic support solution for a subset of NSNs under Federal Supply Classes (FSC) 3110, Un-mounted Anti-Friction Bearings; 3120, Un-mounted Plain Bearings; and 3130, Mounted Bearings. The attached list represents NSNs with active requisitions within the last three years. The approximate annual demand value for these parts is $108M. DLA is considering putting these NSNs on long-term contract. Scope of project:� This initiative contains ~6K National Stock Numbers (NSNs) purchased and/or managed by DLA.� The NSN list is attached to this RFI.�The Active NIINs tab consist of NIINs that will be included in the initial contract.� The Add-On NIINs may be added throughout the performance period. Please provide your CAGE, Company name, address, and point of contact information. As part of this RFI DLA would like to know if and how you would be able to support the two Courses of Actions (COA�s) below and the benefits and drawbacks that you see in each approach.� Course of Action 1:� CD (Customer Direct) type contract, single award. Customer Direct (CD) is under Time Definite Delivery (TDD) shipment requirements where Contractor shall prepare delivery orders for shipment to DLA customers within one to three days after receipt of order (ARO), the Contract Delivery Date (CDD). Contractor shall use Vendor Shipment Module (VSM (Section 2.9.3)) for shipment processing. CD orders will be delivered directly to DLA customers. The CD requirement for TDD standards is based on DLAD 11.402-90, Time Definite Delivery (TDD) standards. The Contractor shall perform multiple supply chain management functions necessary to ensure the items are delivered directly to the customer in accordance with the metrics identified in Section 6.0 of this SOW.� Such supply chain functions include, but are not limited to, material forecasting, acquisition, storage, packaging, and readying the material for shipment through VSM, warehousing, planning, forecasting, and delivery order shipment preparation responsibilities for these NSNs. In a customer direct (CD) supply arrangement, the contractor forecasts demand, manufactures the NSN or procures it from a sub-contractor, stocks, and ships directly to DLA customers (within the Time-Definite-Delivery standards of either 1 or 3 days). CD items may be shipped in commercial packaging unless otherwise stated.� � Please describe what commercial infrastructure you have in place to support a CD supply arrangement. � What additional infrastructure do you need (if any) to fully meet this requirement?� � What pricing methodologies (E.g., discrete firm fixed price) would you suggest based on supporting a CD supply arrangement?� Could you perform with price adjustments based on Economic Price Adjustment (EPA)?� What EPA index or indexes would you recommend?� If another methodology, what pricing data can you provide to substantiate increases or decreases? � What additional performance indicators would you suggest for contract evaluation (E.g., on time delivery, material availability, etc.)? � What contract length between 5 to 10 years would you recommend?� What option periods?� What price adjustment periods?� 1-year is standard for EPA.� Any additional adjustments needed? Course of Action 2: DD (DLA Direct) type contract, single or multiple award contract(s) In a DLA-Direct (DD) supply arrangement, the contractor manufactures the NSN or procures it from a sub-contractor and ships to a DLA depot upon completion of the order; time to complete the order is based upon a negotiated production lead-time; contractor does not forecast, stock or ship to the DLA customer. � Please describe what commercial infrastructure you have in place to support a DD supply arrangement. � What additional infrastructure do you need (if any) to fully meet this requirement?� � What pricing methodologies (E.g., discrete firm fixed price) would you suggest based on supporting a DD supply arrangement?� Could you perform with price adjustments based on EPA?� What EPA index or indexes would you recommend?� If another methodology, what pricing data can you provide to substantiate increases or decreases?� If multiple awards, what timeframe for re-compete of items such as every 3 years? � What additional performance indicators would you suggest for contract evaluation (E.g., on time delivery, material availability, etc.)? � What additional cost savings may be available to DLA for supporting this type of supply arrangement?� Ability to provide Economic Order Quantities?� Would DLA be better able to take advantage of Economic Order Quantities in this model compared to Customer Direct? Summary Information: Additional materials, suggestions, and comments are encouraged. Please submit your responses and comments no later than 4/8/20 via email to the point of contact below. The purpose of this RFI is to allow industry to provide input regarding not only your capabilities relative to the proposed requirement, but also to provide input of your experience and best practices that will allow the Government to develop an acquisition/solicitation strategy. A key part of this is determining feasibility of requisitioning all listed NSNs under a single contract. DLA encourages any suggestions to sub-divide and/or group the NSNs if that would increase the competitiveness of the proposed contracting process. DLA Aviation is holding an Industry Day 15 April 2020 to address questions from industry regarding the Statement of Work for Bearings RFI. Interested parties are encouraged to submit specific questions no later than 08 April 2020. DLA Aviation will review the questions and provide answers during the Industry Day. The Industry Day will be held via teleconference. The General session will be conducted from approximately 0830 -1100. One-on-one meetings will be conducted approximately 1300 - 1700 in 30-minute increments. Time slots will be issued on a first-come-first serve basis. Pre-registration for call-in attendance is REQUIRED. This is a no-fee event. Additional event details, including presentation documents, and call-in access data will be provided once attendance is confirmed. Companies must provide their response to the above POCs no later than 1700 EST on 08 April 2020 with the following: Solicitation �specific questions regarding RFI questions and SOW.
