- COMBINED SYNOPSIS/SOLICITATION 12-0261-20-R-0002� GROUND COVER AND SEEDING APPLICATION 2020 � � This is a COMBINED SYNOPSIS / SOLICITATION for services prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subparts 13.1 and 37.1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Proposal �(RFP) 12-0261-20-R-0002. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFP �are available in full text through Internet access at http://www.acquisition.gov/far. The North American Industry Classification System (NAICS) code is 115310 Support Activities Aerial Forest Mulching or Seeding and the small business size standard is $20.5 million. The proposed contract is 100% set-aside for small business concerns. All responsible small business concerns may submit an offer which shall be considered by the Forest Service. � Proposals are being solicited by the Forest Service for an Aerial Indefinite-Delivery Indefinite-Quantity (IDIQ) emergency response, rehabilitation, and restoration contract. ��This requirement is being solicited as a firm-fixed price, indefinite-delivery indefinite-quantity.� �The Forest Service anticipates making multiple awards from this solicitation. Performance period will be one base year, and at the Government�s option, four (4) additional option years. The areas to be included as treatment units for the Ground Cover and Seeding Application Project may be within National Forest System land for Forest Service Regions 1, 3 and 4.� Most areas will be in mountainous terrain with elevations ranging from 1,000 ft. to 13,000 ft.� Applications of seed or mulch will generally be conducted in areas that are not accessible by ground equipment or in areas where it is more efficient to use aerial applications due to amounts of material to apply and large sizes of treatment units.� Treatment units will be identified in each task order.� Forest Service management direction includes emergency response, and rehabilitation/restoration of resources.� More specifically, management includes the implementation of emergency and non-emergency land treatments to meet the objectives of protecting important values within watersheds.� This potential emergency response, rehabilitation, and restoration contract includes the use of proven effective land treatments to meet agency objectives.� The land treatments that are part of this contract are applications of seed, wood straw, agricultural straw, and/or wood mulch.� These are common treatments that are used for the Burned Area Emergency Response (BAER) and other rehabilitation and restoration projects.� �
