Description

Notice of Intent:� The 377 MSG/ Contracting Division Kirtland AFB, NM intends to award a sole source requirement to Caliber Construction Services LLC construction/renovation of building 20604 at KAFB. FAR 6.302-1 provides the Contracting Officer (CO) the authority to limit competition when only one responsible source and no other supplies or services will satisfy agency requirements. Due to the strict time-line and the complications from the COVID-19 pandemic, Caliber Construction Services LLC is the only contractor that possesses the necessary knowledge and ability required to execute the requirement for the C Wing Secure Conference Room in an effective and expedited manner. Due to the global pandemic caused by COVID-19, KAFB is currently operating under HPCON Charlie which restricts installation access to individuals living on base or those that work for supporting mission essential activities. HPCON Charlie is expected to last for the foreseeable future with no defined end date. Due to the strict installation access requirements, the Government must assess ways to continue to support the execution of mission essential requirements. If required to compete this requirement, the standard competitive acquisition time-line would result in project completion beyond the required date. However, due to restricted installation access from COVID-19, a standard competitive time-line would likely be further extended, causing increased delays as new vendors would not be able to complete site visits and/or potentially be unable to access the installation. Due to the previous open storage requirement, Caliber already possesses base access which is critical for completion of this requirement by the necessary date. Caliber has demonstrated through past performance that they have the capability to be a responsible and successful contractor to meet this urgent requirement from the United States Government (USG). By awarding this requirement as a sole source to Caliber Construction LLC, a WOSB and SDVOSB, the Government will have the the best opportunity to complete the SAF directed, time sensitive requirement by 18 September 2020. Interested vendors may identify their interest and capability to respond to this requirement within fifteen�(15) days of this announcement.� Responses are due No Later Than 12:00 PM (EST) on 23 April 2020.
