- This is a combined synopsis and solicitation for commercuial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice.� The solicitation number is 70Z037-20-Q-P3200500 issued as an invitation for bids/price quotes unless otherwise induicated herein.� The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisitions Cicular FAC 2005.63.� The associated North American Industry Classification System (NAICS) code for this procurement is 541620 with small business standard of 500 personnel.� Only qualified Vendors/Contractors may submit a bid/proposal.� In particular US Coast Guard Base Alameda requires the following:� Provide labor, materials, tools, equipment and licenses as required to _ Conduct a thorough risk assessment in accordance with EPA and HUD guidelines for thirty four (34) each housing units at Novato (Hamilton Field), Novato, California 94949, for asbestos containing materials (ACM), lead-based paint(LBP), lead dust and radon hazards that includes lead hazards in paint, dust and soil in accordance with the attaached statement of work (SOW). All interested Vendors/Contractors are encouraged to visit the actual location prior to the submission of bids/proposals.� Please call the point of contact, Matthew J. Stern at (310) 521-3645 for any technical questions and facility access.� All interested Vendors/Contractors must be registered in System for Award Management (SAM) prior to award and must comply to all pertinent Federal Acquisitions Regulations, all local, state and Federal laws deem necessary for the performance and completion of this project.� All bids/proposals will be evaluated based on technical knowledged and experienced, flexibility working in military environment and price (not necessarily in that order).� Please send all price quote via e-mail to:� Mathew.J.Stern@uscg.mil.� Submission deadline of bids/price quotes: 1159PM �04/16/2020. Additional Information:� All Novato units have ground floor access and have basements. Answers to you questions are below: 1. Is a lead-based paint survey needed? The SOW for both bids mention it in item 1, but item 2.1 makes no mention of a lead survey being required. A. Yes, LBP survey is required for both sites, Novato and Eureka 2. If a lead-based paint survey is required, what type of survey? A. XRF Survey 3. How do you want the surveys for asbestos and lead performed? A. Bulk sampling for asbestos, XRF for LBP 4. Will the units/areas be occupied? A. Yes, most units will be occupied at the Novato and Eureka sites. 5. Are the units/areas single family homes? A. No, units at the Eureka are multiplex (4, 3, 2, and single) and the units at Novato are single family. 6. Are repairs required? For example, taking roof samples will compromise the integrity of the roof. We need to know if our bids need to include repairs. A. All addresses indicated within the Novato Statement of Work have had full roof replacements within the last 2 years. Samples are not required on the roofing system at the Novato or Eureka sites. Any damage incurred during interior sampling will need to be repaired. In the past samples were taken behind light switch plates, receptacle plates, or above trim and molding. 7. Will we be receiving site plans? If so, will we receive them prior to the scheduled site visits? A. Site plans will be available upon request. v/r, Here�s the latest round of questions What lab method are you wanting specifically for the Radon testing since there are a few methods that our labs provide. � Answer � Any passive, cost effective, method the contractor deems appropriate; this includes charcoal canisters, alpha-track detectors, electret ion chamber detectors. � Since a lot of these units were occupied on the site visit will we need to follow a specific schedule for when we can test those units and or have specific hours to test them? Answer � Work hours are between 0800 and 1700 Monday through Friday excluding Federal Holidays. Depending on the amount of technicians on-site will determine the number of homes to be assessed for that day. A 72 hour notification for occupied homes is required. Housing staff will provide notification to residents. Since we are not testing the roofs are we still testing the remainder of the full exterior i.e brick and wood siding etc and any exposed soil around the home. � Answer � Yes. Full exterior components and exposed soil to include dripline from around the homes will be test. 1. Is destructive sampling (for asbestos) OK?� Materials like ceramic tiles, and sometimes plaster, could receive quite a bit of damage during sampling. Answer � Destructive sampling is authorized with the understanding that if such sampling is required, it shall be done in an inconspicuous location and repaired to the level that it is not noticeable or pose a risk to the tenants or the structure.� 2. Is there a specific area of attention we need to pay for the risk assessment? If not, we would be sampling from general representative areas.� Answer - Sampling shall be conducted in all living spaces, common spaces, tenant accessible spaces, and exposed grounds. 3. Is lead wipe sampling on exterior horizontal surfaces required? Answer - No lead wipe sampling is required on any exterior surfaces. 4.� �We would like to survey at least 2 houses a day (one in the morning and one in the afternoon for our survey team).� Do we have a choice on the survey schedule? Answer - �All schedules shall be submitted to the Contracting Officer for approval. Work hours are between 0800 and 1700, M-F. 5.What is the focus of the risk assessment? Answer � To maintain compliance of the Coast Guard Safe Homes Initiative Policy. To identify and address potential environmental contaminates in Coast Guard owned housing.� 6. What is the deadline for completion of sampling from start�to finish? Answer � Schedules will be approved by the Contracting Officer. The only deadline specified in the SOW is �Assessment reports shall be completed and submitted no more than 14 days after receipt of laboratory sample results.� 7. Can we get a floor plan for the Novato location? Answer � Attached. Spread sheet attached shows drawing to address correlation. 299 is different from all others and is separate. 8. How many are occupied?� Answer � currently Novato has 24 of 34 occupied. Anticipate 7 more vacancies this summer. Waiting for a response from Eureka. 9. How many playgrounds are part of the scope of work? These are not indicated on the map.� Answer � 3 playgrounds in Novato (2 in Spanish housing and 1 on the Knoll�s apartments, and 3 playgrounds in Eureka. 10. Is sampling lead in water part of the scope of work? Answer � No lead in water testing.� 11. Are we to sample lead dust at exterior of the homes? Like front and back porch.� Answer - No lead wipe sampling is required on any exterior surfaces. 12. What is the extent for repairs to destructive samples? Concern is destructive sampling of exterior stucco walls, interior plaster, etc. We don't usually return to the original finish or promise water tight.� Answer � Refer to question #1. 13. What is the turnaround time for samples?� Answer � Refer to Statement of Work, but a reasonable timeframe without undue delays is expected.
