Description
This is a notice of intent to solicit and award a sole source contract under the authority of FAR 13.106-1(b)(2), only one source being available to meet the Government s needs. The contract will be for a one (1) year base period, and four (4) one (1) year ordering periods. The Department of Veterans Affairs intends to solicit and award a sole source contract for the rental and maintenance for an entire suite of various flexible endoscopes comprising of GI, Bronchoscopes, and Ear Nose and Throat (ENT) to Olympus America Inc, 3500 Corporate Parkway, Center Valley, PA 18034. There are no other source of supply/service that will satisfy agency requirements. The Olympus scopes are already being leased and maintained for the GI, Pulmonary, ENT doctors at the VA Southern Nevada Health Care System, 6900 N Pecos Rd, North Las Vegas, NV 89086. Remaining with Olympus scopes will eliminate the need for additional equipment, will reduce training requirements and allows the use of existing reprocessing equipment with no additional purchase of cleaning equipment or attachments. In addition, Olympus America Inc. is the only source that can perform repairs/maintenance to the scopes due to the proprietary nature of this equipment, no other company was found that has authorized third-party service providers. NAICS Code for this requirement is 532490. No formal solicitation package will be issued. This notice of intent is not a request for competitive quotes. However, prospective contractors who believe they can successfully quote must provide specific detailed technical documentation to support such claims of abilities. The Government will review any submittals received in response to this notice prior to 3:30 pm Pacific Standard Time on April 27, 2020. All documentation must be submitted via email. The Government will not be responsible for any costs incurred in the preparation of responses to this announcement. This is the only notice that will be issued for these items. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
