SOURCES SOUGHT NOTICE Requirement Title: Laboratory Analyzers and COVID-19 Testing Kits/Reagents Announcement No.: 75H70420Q00012 The purpose and function of the Indian Health Service (IHS) is to provide comprehensive health care services to American Indians and Alaska Natives (AI/AN) through the IHS hospital and clinic system. The IHS hereby submits a blanket Sources Sought Notice for a COVID-19 related requirement covering laboratory analyzers and COVID-19 testing kits/reagents. The applicable NAICS code is 423450�Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers, with a sub-classification of Laboratory equipment, dental and medical, merchant wholesalers. The applicable PSC is 6640, Laboratory Equipment and Supplies. The period of performance for this effort will be varied. Immediate performance may be needed for delivery of Laboratory Analyzers and Testing Kits/Reagents�to a centralized location, and/or dispersed locations nation-wide. Additional, supply chains will need to be established via a procurement vehicle with product availability verified for associated COVID-19 Testing Kits/Reagents. Specifically, the Indian Health Service is seeking sources for the following equipment and products: - Cepheid GeneXpert� Xpress System - Cepheid Xpert� Xpress SARS-CoV-2 Test/Reagent - Sekisui Diagnostics Silaris� Molecular Point-of-Care System - Mesa Biotech Accula SARS-CoV-2 Test *Alternative laboratory analyzers and FDA-approved (inclusive of FDA Emergency Use Approval) Testing Kits/Reagents will be considered. The intended use of the Laboratory Analyzers is primarily for COVID-19 related testing. This notice is for informational purposes only, and is not a request for proposal/quotation. Responses to this notice must demonstrate a clear understanding of the requirement and demonstrate the vendor�s capability. In addition, responses to this notice must demonstrate clear and convincing evidence that the vendor�s offering would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Indian Health Service. Furthermore, responses shall include the following vendor information (pay special attention to # 5-7): 1.� Company name and a brief description of their company's business size (i.e. annual revenues and employee size); 2.� Company point of contact, mailing address, telephone and fax numbers, DUNS number, and website address; 3.� Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with Government representatives; 4.� Business status (i.e., Small Business, SDB, 8(a), HUBZone, SDVOSB, WOB, American Indian/Alaska Native owned business, etc.).� Type of company is validated via the System for Award Management (SAM). All respondents must be registered on SAM located at https://www.sam.gov; 5.� Description of firm�s Laboratory Analyzer and/or COVID-19 Testing Kit/Reagent offering(s); 6.� The firm�s access to their Laboratory Analyzer and/or COVID-19 Testing Kit/Reagent offering(s), i.e. stockpile volumes, minimum order requirements, ability to scale for additional need, etc.; 7.� The firm�s capability and experience in working with Government healthcare agencies; 8.� Anticipated teaming arrangements (i.e. prime contractor/subcontractor, joint venture, mentor-protege relationship, etc.). Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners; 9.� Applicable GSA Schedule number or other available procurement vehicle, if applicable; 10.� Date Submitted. In addition, information received will normally be considered for the purposes of determining whether unknown qualified vendors exist, alternative offerings are available, and whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation or procurement resulting from the analysis of information obtained will be announced to the public on www.beta.sam.gov in accordance with FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
