- If we bid on the Visn 19 AE IDIQ does that exclude us from future CM work? Answer:� Yes.� The purpose of the solicitation is to establish IDIQ contracts to perform A/E services at all eight (8) sites within VISN 19.� The solicitation lists the eight medical centers in Denver, Grand Junction, Cheyenne, Sheridan, Fort Harrison, Salt Lake City, Oklahoma City, and Muskogee.� Any contractor with a contract to provide CM services at anyone (or more) of these sites during the life of the IDIQ would not be able to comply with the requirements for the new IDIQ A/E contract because the contractor would have an organizational conflict of interest.� The contractor would not be able to perform work under the A/E IDIQ contract at the site where the contractor has a CM services contract due to unequal access to information by having insight into the agency's operations.� Since the contractor would not be able to perform work at one (or more) of the sites covered by the new A/E IDIQ contract due to the organizational conflict of interest, the contractor should not submit a proposal in response to this solicitation because the offeror would not be able to fulfill all of the solicitation s requirements.� Similarly, any successful offerors in response to this solicitation would not be able to compete for any new CM services contracts at any of these eight sites while the new IDIQ A/E contract is in effect Because of the programed project estimated cost of over $100 million, the Corps of Engineers (CoE) Omaha District, will perform major design and construction work at Ft. Harrison VAMC, MT, including Seismic retrofit and related large construction projects. �For this design work, the CoE has selected HDR.� The CoE has also solicited for A-E Technical Support Services to manage the design and construction of the > $100 million project.� This solicitation was posted as a SDVOSB Set Aside.� Noting that the CoE project is a VA sponsored Major Construction authorization, and the A-E Technical Support Services contract is specific to supporting only the CoE Design and Construction effort at that location, our assumption is that an A&E firm selected to provide A-E Technical Support Services to the CoE, would not be an Organizational Conflict of Interest on the VISN-19 IDIQ contract, because personnel from that A&E firm would not be in contact or involved with any VISN-19 projects, planning, task orders or construction management duties.� Please confirm that an A&E Firm under contract with the CoE, would not be an organizational conflict of interest for the VISN-19 AE IDIQ. � Answer: We do not expect this to cause a conflict of interest.
