Description: This is a Request For Information (RFI ) for market research purposes ONLY.� The Defense Logistics Agency � Energy (DLA-E) is exploring alternative solutions and determining industry capabilities.�� In accordance with FAR 15.201(e), responses to this RFI are not offers and CANNOT be accepted by the Government to form a binding contract.� This RFI is issued solely for the gathering of information and planning purposes and does not constitute a solicitation for proposals.� Any response to this notice will be treated as information only. All responses received may be held for an extended period of time or destroyed. In no case will any responses be returned to the originator. DLA Energy will not provide reimbursement for costs incurred in responding to this RFI as all costs associated with responding to this RFI will be the sole responsibility of the responding party. Respondents are advised that DLA Energy is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI.� Responses to this RFI do not bind DLA Energy to any further actions related to this topic. The primary purpose of this RFI is to generate interest, address concerns, and to develop a fair and competitive environment. There will be a question/answer period provided giving the opportunity to ask any question (not limited to the listed questions below) and a cumulative response given .� Please provide all questions by NLT 15 April 2020 to the below points of contact. The commutative response to be posted by 20 April 2020 (EST depending on responses). The Defense Logistics Agency (DLA) Energy intends to issue solicitation on or about 30 April 2020. This solicitation is for the procurement of commercial petroleum fuel products that shall provide uninterrupted support to Department of Defense and other federal civilian agencies located within Hawaii. � This procurement will using FAR 12 (Commercial) and 15 (Negotiated) procedures.� Contracts resulting from this solicitation will be Requirements type, Fixed Price with Economic Price Adjustment contracts for a five (5) year period. �The ordering period is from JAN 1, 2021 through DEC 31, 2025. The Purchase Program number is 3.10. Hawaii Posts, Camps, and Stations (PC&S) supporting all� Department of Defense and other Federal Agencies with ground and jet fuels which are delivered directly by the vendor to the customer via Tank Truck (TT), Tank Wagon (TW), or Drum.� The products required for the Hawaii PC&S program are as follows: �� The requirements call for approximately 21,822,634 gallons.� The requirements are broken down as follows: DIESEL FUEL Products �� 7,902,015 USG GASOLINE Automotive Fuel Products �� 5,062,396 USG GASOLINE, AVIATION Fuel Products �� 50,000 USG FUEL, GASOLINE Products �� 22,000 USG�� TURBINE FUEL, AVIATION Products �� 4,819,000 USG�� FUEL, ETHANOL Products �� 3,636,223 USG BIODIESEL Products�� 331,000 USG All quantities as well as fuel types are best estimates and may change. The total estimated total dollar value for the five (5) year requirement is $45,986,134.17. In addition to any questions your company may have please also address the following: Does your company participate in any socioeconomic programs/small business programs?� If so, please state what programs(s).� Please provide DUNS. Are you a refinery?� If so, is your refinery a small business (producing less than or equal to 200,000 barrels)? Has your company participated in any current or previous contracts under the Direct Delivery Ground Fuels Program?� If so were any of those contracts performed in Hawaii?� Please provide DUNS. What areas/location(s) of Hawaii does you company service? What modes of transportation can your company use?� All responsible sources are invited to submit offers.� DLA Energy anticipates conducting negotiations with offerors who submit a proposal under the subject Hawaii solicitation; however, the Government reserves the right to make award(s) based on initial offers submitted. This is not an all or none requirement and multiple awards are anticipated.
