- Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available.� The Agency for Healthcare Research and Quality (AHRQ) intends to sole source to: Adam Beiner Summit, NJ 07901 Dissemination of data products is a key function of Medical Expenditure Panel Survey (MEPS). The purpose of this project is to enhance the dissemination and analyses of MEPS data to medical practitioners. This project will consist of the development and implementation of infographic presentations of MEPS data to meet JAMA publication requirements. Dr. Biener conducted research on physician payment rates, effects of insurance eligibility on medical care utilization, and the medical care costs of obesity while at AHRQ. Additionally, he contributed to the development of the Medical Expenditure Panel Survey (MEPS) Medical Organizations Survey, supervised elements of the MEPS redesign regarding event data collection, and sat on the MEPS Medical Provider Component (MPC) advisory committee. His current research has expanded into the effects of health information technology adoption among physician practices and racial/ethnic disparities in medical care use. Dr. Biener's work in health economics and health services research has been published in a number of recognized peer-reviewed journals such as Health Economics, Health Affairs, Health Services Research, Medical Care Research and Review, Journal of General Internal Medicine, Clinical Chemistry and Pharmacoeconomics. While at AHRQ, he was an author on the inaugural AHRQ-JAMA infographic, and was central to not just the development of the content, but in creating the process used to generate future graphics. As a result of this and subsequent work on the AHRQ-JAMA infographic series, Dr. Biener has developed expertise in the full suite of skills necessary to produce these data products including developing content of interest to JAMA readership, arranging content into figures and text that conform to JAMA's formatting requirements, using graphic design software to render graphics into publishable image formats, and coordinating with JAMA editors to implement revisions in a timely manner to adhere to JAMA's quick publication schedule. Dr. Biener is an invaluable resource who can apply these many distinct skills to the development of future AHRQ-JAMA infographics and other data products.� His combination of expertise and specific experience with AHRQ data make him uniquely qualified for this work. The period of performance is 6 months. This notice of intent is not a request for competitive proposals. A determination by the Government as to whether or not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
