Continuation from Contracting Opportunities Notice # 36C77020R0005_3: Q16. RE: Appendix C ASR 3.1.1 requires an enclosure for 100 employees to shelter in inclement weather. Q16a. Does the Government intend for the enclosure to be inside the offered building or a separate structure? If inside the offered building, what are the design and construction requirements for the enclosure? A16a. The intent is to have a room, or rooms, that provide employees temporary protection, refuge areas. The design and construction do not require ICC 500 compliance. Q16b. The building codes suggest the minimum size for the enclosure would be 7 NSF per occupant, or about 700 NSF total for 100 occupants. Please confirm the area required for the enclosure. A16b. The quantity of space is not specified in the RLP documents since it is dependent upon guidance from local building codes. Q17. The Lease 3.23 requires office space windows in every bay. We note that adding windows also adds security issues for this pharmacy. Is the intent of this requirement to pick one outside office in every structural bay to get one window, and if there are no outside offices in a bay, there are no windows? A17. Please refer to the Agency Specific Requirements (ASR) regarding security. The facility is not a pharmacy. It is not open to the public and does not store or distribute pharmaceuticals. The intent of Lease 3.23 is a minimum to allow for as much natural lighting as reasonable dependent upon the building type. Q18. The RLP document mentions having 74 secured parking spaces behind a fence or gate but based on the request of 1 space per 247 SF for the 15,896 SF building, that is only resulting in 65 required parking spaces. Since there is no public access to the building, are these to be the same spaces and all that is needed? A18. Two-part answer as follows: - Regarding the fence or gate, per RLP 1.02.C the spaces are reserved for the exclusive use of the Government. A fence or gate is not required by the RLP or Lease documents. - The minimum established criteria of 74 surface/outside parking spaces in 1.02.C is accurate. RLP 1.05.A should state (1) space for every 215 RSF of Space. Q19. Requesting clarification on the following two RLP exhibits. How many workstations are required in Room 117 and what is the total NSF for Room 117? - Exhibit B - Program for Design spreadsheet states the following for Room 117: 33 workstations at 56 sf ea. totaling 3360 NSF. - Exhibit H - Project Room Contents spreadsheet states the following for Room 117. 66 Workstations (and associated furniture and outlets). A19. Response to the question: Appendix B and Appendix H have been revised to accurately reflect the contents for Rooms 113 and 117. The square footage remains the same. Please see the two attached revised documents in this notice.
