- SYNOPSIS The U.S. Army Corps of Engineer (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This PRESOLICITATION announcement is for the construction/modification of the Mouth of the Columbia River Sand Island Test Piles located at the East Sand Island that is at the Mouth of the Columbia River. Project Scope: The project is located at the Mouth of the Columbia River (MCR) in Clatsop County, Oregon. The project consists of the river-ward ends of the Sand Island pile dike system, in water depths of greater than -10 feet MLLW which is only accessible by boat. The test pile program consists of 13 test locations distributed along the alignments of pile dikes at River Mile 4.01 and River Mile 6.37 in proximity to West Sand Island and East Sand Island. There will be 29 total tests. The contractor will perform the test program using Government furnished 24-inch steel pipe piles that are 80 feet in length with 0.5-inch wall thickness. Drivability is evaluated using impact and vibratory hammers with several tip variations through various exiting underwater rock fill structure thicknesses up to 20 feet. Driving tips will be Government furnished property. Maximum rock diameter is approximately 30 inches. Acquisition Strategy: The solicitation will be an Invitation for Bid (IFB). The lowest price and pricing factors only will be used to evaluate proposals. The Government will include options in the IFB which shall be priced. This acquisition will result in a single fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $1,000,000 and $5,000,000. Set Asides and Codes: This is a total small business set-aside. The North American Industrial Classification Code (NAICS) for this potential requirement would be 237990, �Other Heavy and Civil Engineering Construction�. The related size standard is $39.5M. The FSC is Z1KZ. Bid Procedures: The solicitation will be posted on beta.SAM.gov website once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. Bid Period: The solicitation is tentatively scheduled for release on or about 8 May 2020. The tentative date for receipt of proposals is on or about 8 June 2020. Plans and Specifications: The Plans and Specifications will also be posted on beta.SAM.gov website once it is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to submission of bids and prior to receiving an award. Point of Contact: The USACE-NWP Contracting Office will be the sole point of contact for this action.
