- Scope Summary: The 911 Federal Building, 911 NE 11th, Portland, Oregon was constructed in 1953 by the Lloyd Corporation and leased by GSA until 1959 when the government purchased the building. The 8-story Federal Building is adjacent to and shares common areas with the Bonneville Power Administration (BPA) Building. The electrical switchgear and distribution system are from the original construction and are outdated and non-compliant with current codes and standards. The scope of the project includes: replacing all medium and low-voltage switchgear, switchboards, and panel boards throughout the building; replacing the motor control centers; replacing the emergency generator; and installing a new lightning protection system. Tenants: U.S. Congress - House of Representatives and Senate Department of Interior- Bureau of Indian Affairs Office of the Special Trustee for American Bureau of Reclamation Fish and Wildlife Service Department of Labor - Health Safety and Health Administration General Services Administration - Public Buildings Service Department of Homeland Security - U.S. Coast Guard Department of Energy - Bonneville Power Administration (although BPA is housed in the neighboring building, 905, they share a common linking space with 911. Proposed Project: Replacement of all switchgear, switchboards, and panel boards throughout building: The electrical switchgear, switchboards, and panel boards are beyond their useful life and should be replaced. The electrical distribution equipment is located in dedicated electrical rooms or closets. The medium-voltage switchgear and utility metering is located in a locked PP&L vault accessible from the basement level. The main distribution panel consists of a unit substation located in a centrally-located electrical room in the basement. Replacement of motor control centers (MCC): The MCCs in the basement are at the end of their useful life and should be replaced. The MCCs in the mechanical mezzanine and penthouse are newer, but still approaching the end of their useful life. Space for the replacement MCCs will need to be determined since replacing an entire MCC in the same location is not practical in a single weekend closure. Replacement of emergency generator system: The existing system is approaching the end of its useful life and should be replaced. The existing generator is a 150kW unit. GSA recommends replacing it with a 250kW unit to provide additional capacity for multiple elevator operation and emergency loads. Installation of a new lightning protection system: Previous risk analysis has determined lightning protection is warranted for this building. This system will consist of new air terminals installed on the building roof, connected together with copper wire. Down conductors from the roof will be installed to a counterpoise system of buried conductors and ground rods located in planters around the building perimeter or in the sub-basement. There are no feasible alternatives to the project. This is a limited scope renovation and the cost of the proposed project is far less than the cost of leasing or constructing a new facility. The design-build scope of work includes all labor and materials required to provide design, engineering, construction and other related services necessary to successful completion of this project. Several possible options will be presented when the RFP is released which are the result of a project development study performed by GSA prior to the release of this RFP. Options are provided for information purposes only. Design Build contractor will be fully responsible for all design and construction efforts related to the project. GSA envisions a highly collaborative design build delivery approach for this project. The expectation is that the DB contractor will work closely with all the stakeholders to deliver a project that meets the expectations and needs of all stakeholders and GSA's requirements for a high performing building.
