Description
The 156th Wing, 200 Ave. Jose A Tony Santana, Mu�iz ANG, PR has a requirement of performing an electrical load study (Voltages, VA, Watts, Power factors currents etc.) and power quality assessment throughout the installation of power recorders and or harmonic analyzer at the main switch unit (4.16kV) and to all the distribution transformers as described in the Scope of Work (SOW). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notice.� A written solicitation will not be issued.� This requirement is issued as a request for quote (RFQ).� The solicitation document and incorporated provisions and clauses are those in effect the Federal Acquisition Circular 2005-95. A Firm Fixed Priced Award will be made in accordance with the following: NAICS Code:� This acquisition is being solicited as a 100% small business set-aside.� The North American Industrial Classification System (NAICS) code for this acquisition is 238210 with a size standard of $16.5 million dollars. II. DESCRIPTION OF ACQUISITION: The Puerto Rico ANG has a requirement to purchase the below listed items. �This procurement will be awarded under Simplified Acquisition Procedures. �Quotes must be received no later than 11 May 2020, 12 pm, EST, daylight savings time. ��Email quotes to Capt Rolando Perez at rolando.perez20.mil@mail.mil or to SSgt Rafael Martinez rafael.e.martinezrodriguez.mil@mail.mil. If there are any questions, please email Capt Perez or call (787) 360-1442. A site visit conference will be conducted on 28 April 2020 at 9:00 am EST. This site visit will start at the Contracting Office, in Building # 29, 200 Avenue Jose A. Tony Santana Muniz Air National Guard Base, Carolina, PR 00979. Interested contractors are encouraged to attend a site visit and shall follow base access requirements. All questions and requests for information (RFI) must be received not later than 1 May 2020 at 10:00am EST. To expedite base access, the government will need to receive following documents by 24 April 2020 at 5:00pm EST: Firm Name and Telephone Number Visitor�s Name Copy of Driver�s License or any Identification Card in compliance with the Real ID Act Citizenship DD Form 369 (See attached) Puerto Rico Certificate of Good Conduct III.� SCHEDULE OF SUPPLIES/SERVICES: Period of Performance (PoP): 90 days after contract award. The contractor shall provide a quote for the items listed below as described in section 3.0 �Objectives and Milestone� part in the Scope of Work attached: CLIN 0001: Detailed Description of Required Submittals Submittal #1 (Provide a minimum of the following) The contractor shall prepare an as built drawings (22"" X 34"") of the electrical system one line diagram and electrical site plan for the electrical primary distribution system, utilizing Muniz ANG Base CADD standards at working scale with a Cover Sheet in Standard format depicting the project name and number, half size sets are 11� x 17�. Submittal #2 A complete Electrical System Study Report which includes as a minimum the following: 1. Basis, description, purpose, and scope of study. 2. Tabulations of the data used to model the system components and a corresponding one line diagram. 3. Descriptions of the scenarios evaluated and the basis of each. 4. Tabulations of power, RMS current, RMS Voltage, Peak Voltage, power factor versus equipment ratings. The tabulation shall identify percentage of rated load and the scenario for the percentage is based. Overloaded equipment shall be clearly noted. 5. Tabulations of calculated voltage distortion factors, current distortion and individual harmonics vs the limits specified by ANSI/IEEE519. 6. Comparison equipment nameplate data with available drawings and specifications. 7. Inspection of physical and mechanical conditions. 8. Inspection of anchorage, alignment, grounding, and required area clearances. 9. Conclusions,recommendations and recommendations estimated cost. Submittal #3 The 100% Final report specifications shall be submitted using Word for Windows version 6.0. In addition a PDF copy of the final report will be required. The report shall be placed on compact disks. All report shall be typed on 8 1/2"" X 11"" pages (maps, drawings, and spreadsheets may be fold out pages). All work is to be performed in accordance with (IAW) the attached Scope of Work
