- The Department of Interior, Bureau of Reclamation, Columbia Pacific-Northwest Region requires bank stabilization along the Spokane Arm of Lake Roosevelt in northeastern WA. Approximately 950 linear feet of the shoreline bank is actively eroding from wave action when the lake is near the full pool water surface elevation. This project would stabilize the shoreline and halt bank erosion at the Cayuse Cove project site through the installation of fill-covered gabion baskets and a cellular containment system (Geoweb or a similar product) that would be reinforced with plantings of native shrub seedlings and grass seeds. Project staging would occur approximately eight (8) miles downstream of the project site at Porcupine Bay Campground. Staging area is on Reclamation withdrawn lands that is managed by the National Park Service. Construction of the slope stabilization system would be barge-based and occur in three (3) phases to coincide with funding and the fluctuation of the water surface elevation of Franklin D. Roosevelt Lake. The water surface elevation must be below elevation of 1283.0� in order to start construction of all phases (generally from mid to late August through the end of September). Work is located approximately 42 miles East of Grand Coulee, WA. in Lincoln County. The project is expected to be completed not later than 1442 days from the Notice to Proceed (NTP) is issued. This requirement will be competed as a small business set-aside invitation for bid. The North American Industry Classification System (NAICS) Code is 237990. The small business size standard, applicable to this project is $39.5 million. Bids will be accepted from all responsive and responsible businesses. We anticipate issuing an Invitation For Bid (IFB) approximately on 5 May 2020 at www.beta.sam.gov., but all dates in this notice are subject to change. Any amendments applicable to the solicitation will be posted at the same site. To take advantage of business opportunities with the Bureau of Reclamation (BOR) and the Department of the Interior (DOI) you must register your firm with the System for Award Management (SAM) at www.sam.gov. Reclamation intends to award one firm fixed-price contract. In accordance with FAR 36.204(f), the magnitude for this project is between $1,000,000.00 and $5,000,000.00.
