DESCRIPTION: MARKET SURVEY AND BIDDERS LIST DEVELOPMENT - SOURCES SOUGHT NOTICE FOR A DIGITAL SIGNAGE SYSTEM.� The U.S. Senate, Office of the Sergeant at Arms (SAA) seeks information about qualified industry sources to provide an enterprise digital signage application and corresponding display units to the United States Senate (Senate) in Washington, DC. The application shall include a centralized content management system that enables interactive mapping and way-finding functionality, as well as an integrated emergency alert system. THIS IS A REQUEST FOR INFORMATION ONLY. This Sources Sought Notice (SSN) is solely for information and planning purposes and does not constitute a Request for Proposal (RFP) and in no way commits the SAA to contract for any supply or service whatsoever. This sources sought synopsis contains the currently available information. Further, neither the Senate nor SAA seek proposals at this time; will not accept unsolicited proposals; and will not pay for any information or administrative costs incurred in response to this SSN. All costs associated with responding to this SSN will be solely at the interested party�s expense. All requirements listed below are mandatory unless otherwise noted. Requirements are stated in terms of minimum capabilities and characteristics required by the Senate. This SSN contains the currently available information and is subject to change at any time. REQUIREMENTS: The general requirements for a digital signage system is as follows: delivery, assembly, installation, programming, configuration, integration, testing, training, warranty, technical support, and maintenance services for hardware and software. Work will be performed at Senate locations, primarily in Washington, DC. The digital signage system shall provide the following, at a minimum: Both single (quantity 2) and dual-unit (quantity 56) touchscreens enabling the user to navigate the interface to the system. The units may be wired or wireless and must be centrally programmable and managed by the Senate. The units shall display information and content, to include but not be limited to, an interactive Senate Directory for visitors to locate Member or Committee offices, as well as search and navigation functions from among listed Senate events, announcements, and graphic displays. A graphic way-finding system between defined locations selected from an interactive directory display, enabling up to 150 locations of mapping results. The depictions should include specific walking instructions and graphics labeling entrances, exits, stairs, elevators, and restrooms in the mapping results. An alert or emergency notification system for implementation and display on the digital signage units in the event of an emergency or as prompted. The system shall interface with the SAA network and current alerts system, BlackBerry AtHoc IWSAlerts Version 7.6 or above or Alertus, displaying the corresponding alert based on incoming Common Alerting Protocol (CAP) messages. The system shall also provide alert templates to create custom scripted messaging by command or by custom event trigger. The alerts may be varied among multiple buildings/locations in any array of combinations. The system shall ensure any alert message from AtHoc IWSAlerts or Alertus has complete priority over any other content, and displays on all screens. Response to this SSN must identify any modules/licensing/capabilities required to enable this integration. OFFEROR RESPONSES: The SAA invites all qualified sources to respond to the sources sought notice.� All responses to this SSN shall specifically and fully address the three (3) requirements listed above by detailing solution(s) that: 1) meet or exceed the requirements set forth herein, and 2) provide a full description of the scope of the solution, services offered, and methods of implementation. Response to each requirement must include paragraph numbering identifiable to the requirements listed above. In addition, submissions must include: 1. Past performance experience/information for a minimum of three (3) contracts of similar scale, performed during the past three (3) years that involve use of capabilities and products relevant to those necessary for the Senate�s requirements, including contract number, customer name and address, and brief synopsis of work performed relevant to the requirements listed above; 2. Organizational information including (i) company name and address; (ii) Dun and Bradstreet number; and (iii) point of contact name with telephone and e-mail address.� The information contained in this SSN will be the only information provided by the Senate or the SAA during the Sources Sought process. All qualified sources should respond to this Notice by submitting an information package in accordance with the instructions provided. Vendors responding to this Notice and deemed qualified by the SAA may be requested to submit a proposal in response to a solicitation. Only firms deemed qualified will be permitted to submit proposals.� Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request.���� INSTRUCTIONS: Responses to this Market Survey-Sources Sought Notice are due to the SAA Procurement point of contact no later than May 8, 2020, at 12:00 Noon and shall be submitted electronically via email to the attention of Connie Kemper at constance_kemper@saa.senate.gov The subject line of the email message shall be �SSN 2020-S-00015 Digital Signage System� No other method of transmittal will be accepted by the SAA. The response shall not exceed twenty-five (25) pages. Unnecessarily elaborate submissions are discouraged and pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor�s information. THIS IS NOT A REQUEST FOR PROPOSAL.� THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR SENATE. ANY REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
