Description
Wood River Levee District � Mel Price Reach I Flood Control Project � Contract Information: The U.S. Army Corps of Engineers, St. Louis District, is seeking businesses that are capable of providing the following: Installation of T type relief wells, modification to existing D type relief wells, installation of access roads, and water conveyance and protection features for the Wood River Levee District in Madison County, Illinois. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or make a contract award. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal, quote or invitation for bid. The sole purpose of this notice is to identify potential System for Award Management (SAM) Database registered businesses that are interested and capable of performing this work. Project Description: The work includes installation of approximately fifty five (55) partially penetrating T-type relief wells, modification to four (4) existing D-type wells, extensive dewatering due to elevated groundwater, an articulated concrete mattress spillway, spillway formation and regrading, access road installation, extension of existing IDOT storm drains, and installation of automated piezometers in Madison County, Illinois. The project is located adjacent to Upper Wood River Levee along the left descending bank adjacent to Mel Price Lock and Dam. The wells are T-type, 10-inch diameter and approximately 30 to 50 feet deep. The wells are to be constructed of stainless steel riser pipe and well screen sections. The well screen shall be of the continuous slot, wire-wound design. The riser pipe roundness, wall thickness, and straightness shall meet ASTM A312 specifications. The screened portion of the well shall be surrounded by a filter pack composed of a washed sand composed of hard, noncarbonated, tough, durable, and uniformly graded particles free from adherent coating. The filter pack shall be placed in a tremie hopper so that filter material will feed freely and equally to two tremie pipes located at 180 degrees on each side of the screen. Following placement of filter pack materials, the relief wells shall be developed and pump tested for a minimum of two hours to determine the efficiency of the new wells. After each new well has been developed and tested, the annular space above the filter pack shall be backfilled by extending the filter pack a minimum of five feet above the top of screen, sealing with a five foot seal of bentonite pellets or chips. The remainder of the space up to the base of the concrete pad shall be backfilled with concrete grout. The work is anticipated to be performed within an existing ponding area of combined sewer and against route 143 highway embankment. The anticipated period of performance for this project is 365 consecutive days. NAICS CODE: 237990 Other Heavy and Civil Engineering Construction SIZE STANDARD: $39.5M CONTRACT ESTIMATED RANGE: $5 - $10 Million Responses should include a brief capability statement of no more than ten (10) pages indicating the experience and capability in the following areas and if this work will be handled as the prime or in a subcontracting role: Experience performing under tight timelines in a relatively constrained work site; Experience in drilling and installing relief wells, well development, and pump testing of wells in Mississippi River alluvium or similarly complex substrate; Include experience drilling in difficult conditions, typically marshy areas, areas with a constant head due to being in the pool of a lock and dam, building of platforms or drilling berms to accommodate the high heads, and Illinois Department of Transportation permitting and �safety processes. Experience in installing access roads in marsh type environments, dewatering, pumping relief wells, and/or constructing elevated work pads to control artisan pressures, articulated concrete mattress installation, and overall working in soft soil conditions with elevated artisan pressures 3.� Experience utilizing a drill rig while maintaining tight construction tolerances in the following listed items: Reverse circulation drilling Remediating encountered obstructions Screen and riser pipe installation Filter pack placement Well development Well pumping test Completion of surface outlet works 4.� Explain the equipment the contractor would use to perform this type of work shown in the Scope and previous items above.
