All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Required Knowledge, Skills & Abilities for conducting ICFM Contract Please demonstrate how your firm currently possess the capabilities to deliver the following requirements. Please provide a narrative for each of the five categories listed below detailing your current capabilities. Collections Forecasting & Modeling Able to incorporate several data sources into the ICFM models. For example: The VHA Office of Policy and Planning Enrollee Health Care Projection Model (EHCPM) 10-year projection. VHA Office of Policy & Planning Survey of Veteran Enrollees Health and Reliance Upon VA : survey data for enrollees who use the VA and have private health insurance. Moody s Economy.com: forecasted unemployment rates by Station Health Leaders Inter Study (StateHealthFacts.org): Current HMO penetration rate data by state. VHA National Leadership Board (NLB) Human Resource Committee: complexity level by station. Centers for Medicare and Medicaid Services: Medicare geographic adjustment factors by geographic area. Health Services Pricing: Anticipated updates to reasonable charges are incorporated to account for changes to billing and collections rates Able to analyze impacts to workload, billings and collections of payer changes, new Community Care services, Video Telehealth, and MISSION Act. Able to translate healthcare utilization and demand into collections expectations by patient demographics (i.e. age, acuity), payer profile (i.e. primary, secondary) and benefit design (i.e. HMO, PPO). Demonstrate the abilities in developing, auditing, validating and augmenting linear regression-based forecasting models within a multi-state healthcare integrated delivery system or federal, state or local healthcare payer environment. Annual Collections Target Development and Allocation Support Able to perform budget allocation and performance metrics analysis for a multi-location integrated healthcare delivery system or health care payer in the federal, state, local or commercial healthcare environment. Familiar with healthcare econometrics, commercial medical care revenue billing and recovery processes, business modeling and healthcare data analysis for large (at least 3 million covered lives/population served ) integrated delivery systems or healthcare payers within the federal, state, local or commercial sectors. Have experience in revenue cycle management using Hospital Accounts Receivable Analysis (HARA) or Healthcare Financial Management Association (HFMA) benchmarks in a multi-location integrated healthcare delivery system or health care payer in the federal, state, local or commercial healthcare environment. Data Analytics Familiar with VHA legacy VistA data structure and processes Have experience with the MCCF medical care revenue recovery process and VHA's VistA Integrated Billing and AR Able to access Microsoft SQL Server and Oracle database for data extraction from CDW and VDE data warehouses, respectively. Able to conduct data analytics and evaluating claim level healthcare data utilizing Standard Query Language, SAS products and a range of data statistical analytics and business intelligence tools. What labor categories will be utilized? Is this subject to the Service Contract Act? Will this be a Task Order against your GSA Schedule or Open Market Contract?
