- Description
- The US Forest Service has a requirement to construct a bridge reinforced wingwall system with underdrain piping system and approach slabs at the Kennedy Pond Bridge located on the Savannah River Site, 10 miles east of Aiken, South Carolina.� The awardee will be responsible for the construction survey and staking, erosion control measures, clearing and grubbing, structure excavation and backfill, geotextile, aggregate surfacing, constructing a reinforced wingwall system and underdrain piping system, constructing reinforced approach slabs (typical to both approaches), testing, sign placement, finished aggregate surfacing, and seeding and mulching all disturbed areas. This requirement is a 100%�Total Small Business Set Aside. The period of performance is 90 days from the issuance of the Notice to Proceed.� The magnitude is between $100,000.00 and $250,000.00.� A Payment Bond and Performance Bond is required.� A bid guarantee�of 20% of the proposal price amount is required; the bid guarantee must be mailed and received by the Contracting Officer no later than the time and date that proposals are due. � Proposals must be emailed to kelly.b.updegraff@usda.gov but the bid guarantee must arrive in the mail to USDA Forest Service, 4931 Broad River Road, Columbia, SC 29212, ATTN: Kelly Updegraff. �Proposal prices will not be accepted if pricing is not guaranteed for at least 120 days after the proposal due date. The solicitation will be available on this site, beta.sam.gov, on or about 10 April 2020.� A pre-bid site visit�is NOT scheduled due to the COVID-19 spread however this may change and will be posted on beta.sam.gov utilizing an amendment if it does.� If you wish to visit the location, you must coordinate with the Contracting Officer Representative (COR) who will be listed in the solicitation; requests for a pre-bid site visit less than 15 days prior to the proposal due date and time will not be considered due to the Savannah River Site�s security protocol.� Pre-bid site visits are not mandatory however they are highly encouraged.� See section L of the solicitation body when it is posted. The Savannah River Site is a Department of Energy Secured Site. �Visitors must obtain a site pass to gain access.� Contractors interested in a pre-bid site visit must contact Eugene Whatley via email at eugene.whatley@usda.gov. �You must contact Eugene prior to 15 days before the proposal due date to allow the visitor�s pass to be processed. Requests received�after that time�may not be processed.� Please provide the name of your company and full name of the employees attending. �Attached are the ID requirements for gaining access to the site; pay attention to these requirements � they will not let you on if you do not.� The contractor must be active in the System for Award Management to be eligible for this award.� There are no incumbents for this project. The solicitation has been posted. Amendment 1 incorporates the drawings, Attachment 11.��
