Description
In accordance with the Federal Acquisition Regulation (FAR) Subpart 5.2, �Synopses of Proposed Contract Actions�, this is a pre-solicitation notice of a proposed contract action and a notice of an intent to sole-source the solicitation and award. The United States Coast Guard (USCG) intends to issue a sole-source solicitation and contract to Sikorsky Aircraft Corporation (SAC) under the authority of FAR Subpart 6.302-1, �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements� (10 United States Code 2304(c)(1)). The requirement tied to this solicitation and contract is for up to forty-five (45) new, zero-time, airframe hulls, in the USCG Helicopter 60T (MH-60T) configuration. This requirement also includes all required: program management, design, non-recurring engineering (NRE), manufacturing, testing, production, modifications, tooling, and delivery, of the hulls. As the Original Equipment Manufacturer (OEM) of the H-60 aircraft, SAC owns all design specifications, technical references, and engineering data, along with the rights to these items. SAC is the only contractor that has the ability to manufacture the MH-60 in the �T� configuration to meet USCG requirements. Per FAR Subpart 6.305, �Availability of the Justification�, USCG will publish the sole-source justification for other than full and open competition (JOFOC) within fourteen (14) days after contract award. USCG expects to issue the formal solicitation to SAC in the 3rd quarter of Fiscal Year 2020. The solicitation number will be 70Z02320RAMH00300. SAC shall submit its proposal in the 3rd quarter of Fiscal Year 2020. USCG expects to make award by the 4th quarter of Fiscal Year 2020. USCG anticipates awarding a five (5) year Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract, under which USCG can place delivery and task orders. USCG expects the IDIQ ceiling to be $850 million. The anticipated contract types under the IDIQ contract will be a mixture of cost-type and Firm-Fixed-Price (FFP) Contract Line Item Numbers (CLINs). The set-aside status will be unrestricted. The North American Industry Classification System (NAICS) code is 336411, �Aircraft Manufacturing�, with a small business size standard of 1,500 employees. The relevant Product Service Code (PSC)�is 1520, �Aircraft, Rotary Wing.� The place of performance will primarily be SAC�s facilities. The anticipated delivery location is the USCG Aviation Logistics Center (ALC)�in Elizabeth City, North Carolina. The issuing and administering office for the contract will be the USCG Headquarters (HQ) in Washington, D.C..
