SOURCES SOUGHT SYNOPSIS DIGITAL GOVERNOR PLC REPLACEMENT DARDANELLE POWERHOUSE MKARNS PROJECT OFFICE U.S. ARMY CORPS OF ENGINEERS THIS IS A SOURCES SOUGHT ANNOUNCEMENT; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS, AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Respondents will not be notified of the results of the evaluation. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Other than Small & the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), & Woman-Owned Small Business (WOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, & WOSB are highly encouraged to participate. PROJECT DESCRIPTION: The general scope of work is to replace and commission existing Voith digital governors with modernized digitally-controlled governors, along with any incidental related work, at the Dardanelle Powerhouse in Yell County, Arkansas. Specific work items may include: remove existing digital governor controls and accessories; provide new digital governor controls and accessories; inspect gate and blade distributing valves; install, test, and commission new digital governor; furnish spare digital governors parts; provide replacement of specific components in accordance with optional bid line items. ESTIMATED VALUE RANGE: In accordance with FAR Part 36/ DFARS Part 236: The estimated value for this requirement is between $1,000,000.00 and $5,000,000.00. Construction bonding is required for this requirement. � ESTIMATED SCHEDULE: Estimated duration of this project is 365 calendar days. � NAICS/PSC: The North American Industry Classification System (NAICS) code for this procurement is 333611, Turbine and Turbine Generator Set Unit Manufacturing. The small business size standard for this NAICS is 1,500 employees. The Product Service/Federal Supply Code for this procurement is 2830, Water Turbines and Water Wheels; and Components. SMALL BUSINESS REMINDERS: Small Businesses & 8(a) participants are reminded under FAR 52.219-14, Limitations on Subcontracting (Deviation 2019-O0003), that they will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded� for general construction-type procurement. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by SBA. OTHER THAN SMALL BUSINESS REMINDERS: If it is determined that the best method of procurement for this action is Full and Open Competition, other than small businesses are reminded that a subcontracting plan shall be submitted along with their proposals should they meet the requirement of FAR 19.7. A small business participation plan will also be required, and will be evaluated as part of the proposal. If the OTSB proposes less than $1.5M, then a subcontracting plan would not be required. All interested firms must be registered in System for Award Management (SAM) to be eligible for award of Government contracts.
