- This requirement is to establish a service agreement subscription with a web-based monitoring service that will allow TV and radio clips to be accessed, copied and stored on a government computer. The service shall allow for unlimited digital clips, unlimited keyword searches, permanent archive, and editing capabilities. Scope of Work: The contractor shall provide a least two accessible accounts or individual passwords to access the service. One account for internet based media monitoring service for all TV and radio broadcast on local, national, and international level without charging for individual clips instead of requesting individual agencies one by one to reproduce and provide copies at individual costs. It is preferable not to purchase additional equipment or software. The contractor shall provide online monitoring service that will allow TV and radio clips to be accessed, copied and stored on a government computer. The service shall allow for unlimited digital clips, unlimited keyword searches, permanent archive, and editing capabilities. The contractor shall provide on line monitoring service that will provide monitoring of TV and radio stations in the U.S. and around the world and provide twenty-four hours a day, seven days a week, 365 days each year through its internet delivered service. The service shall provide unlimited access to clips from all International and U.S. television networks and major Nielsen markets twenty four hours a day, seven days a week, 365 days each year. The contractor shall provide media online service, shall provide comprehensive real-time coverage and searchable archives available to include the United States, Europe, Middle and Far Eastern Countries in real time translation from any language into English. The contractor shall provide Media monitoring services, which includes features of full text searching with advanced features to include cluster watcher, complex queries, and email functionally and graphing and charting tools. Platform will provide graphics, charts, and a positive, neutral, or negative media tone to include a breakdown of local, national and international coverage. Antiterrorism and Operations Security Review: This is a web based program that will be accessed by JFHQ-NCR/MDW Communication Office Personnel. The contractor will not have access to the JFHQ-NCR Network. The statement of work attached specifies vendor requirements. Public Affairs personnel will be able to use this web based service if traveling overseas. Vendor must be aware that Antiterrorism and OPS EC training 30 calendar days of their reporting for duty. AT Level I Training: Per AR 525-13, the following clause will be required on all contracts; This provision/contract text is for contractor employees with an area of performance within an army controlled installation, facility, or area. All contractor employees, including sub-contractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete Antiterrorism (AT) Level I awareness training within 5 working days after contract start date or effective date of incorporation of the requirement into the contract, whichever applies. The contractor shall submit Certificates of completion for each affected contract employee and Subcontractor employee to the COR (or to the contracting officer, if a COR is not assigned) within S working days after completion of training by all employees and subcontractor personnel on a recurring annual basis. AT Level I awareness training is available at the following site: https://atlevell.dtic.mil/at. If access to a computer is not available, the unit's level II ATO will conduct AT Level I training for the contractor and employees within 5 working days after contract start and maintain a copy of the attendance roster for one year. Any contractor hired after contract start will be required to receive AT Level I training within 5 working days by the ATO. It will also be acceptable for the new hire to take the training on line and present the training certificate to the ATO within 3 calendar days. AT Level I training is an annual requirement with the 12 month period starting on the date of initial training and re-certification NLT the last day of the 12 month period. If the requiring activity does not have an ATO, the first ATO in the chain of command will conduct this training. For Contracts that Require OPSEC Training: The following clause will be based on OPSEC Officer review if applicable; Per AR 530-1, Operations Security, new contractor employees will complete Level I OPSEC training within 30 calendar days of their reporting for duty. All contractor employees will complete annual OPSEC awareness training. For Cybersecurity (Cs) / Information Technology (IT) Training: The following clause will be based on IA Officer review if applicable: All contractor employees and associated sub-contractor employees will complete the DoD IA awareness training before issuance of network access and annually thereafter. All contractor employees working IA/IT functions will comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M and AR 25-2 within six months of employment. If contractor must come on to the installation the following requirements must be adhered to: 1. ���������� Background checks must be completed on Non-DoD participants. 2. ���������� Ensure Non-DoD employees are vetted. 3. ���������� Ensure Antiterrorism and OPSEC training are completed prior to funding and awarding to vendors.
