Description
The proposed action is to modify the contract, N6264518P2050, for one (1) analyzer, laboratory, molecular assay, infectious microorganism [20-802], reagents, quality control, maintenance, and consumables for Naval Hospital (NH) Jacksonville to include the capability for COVID-19 testing. The Government intends on awarding a Firm, Fixed-Price (FFP) contract modification. The proposed source is Hologic, Inc. of 250 Campus Drive, Marlborough, MA 01752, which is presently providing testing resources under contract N6264518P2050 and can be increased in scope to meet the requirement. The statutory exception permitting other than full and open competition for this acquisition is in accordance with 10 U.S.C. 2304(c)(1), One source or limited sources.� This sole source is being completed in accordance with 41 U.S.C.1901, FAR 13.501(a)(ii), sole source acquisitions under the Simplified Acquisition Procedures for Certain Commercial items.� The Naval Medical Logistics Command has a requirement for COVID-19 testing for existing equipment at Naval Hospital (NH) Jacksonville. The proposed solution shall be capable of testing for COVID-19 pending FDA approval. These approximately 1400 tests are in addition to the existing testing the equipment is established to provide under the current contract. The system, including claims made for the product, shall be compliant with Food and Drug Administration (FDA) regulations, with respect to marketing and delivering medical products for use in the United States of America.� These requirements shall apply even if delivery is requested outside of the United States of America. Contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM.� All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.
