Description
Title: JPEO-CBRND Graphic Support Services This is a Sources Sought Notice for market research purposes only and is not a Request for Proposal (RFP). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. Background: This is a non-personal services contract to provide Graphic Support Services in support of various program offices that utilize the Army Contracting Command � Aberdeen Proving Grounds (ACC-APG) as their contracting agency. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.� Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. � Purpose: The Purpose of this sources sought notice is to identify qualified 8(a) Small Businesses with the capability of providing contract items and services to agencies that ACC-APG supports. Types of Services to be provided: �Qualified written communication, graphics, printing, photography, and video support to assist JPEO-CBRND with a consistent message and an integrated public information tools and tactics able to reach key audiences within the Department of Defense (DOD) and externally. The contractor shall recommend initiatives, develop strategies, and produce information products. Information Products Information Product Development. The contractor shall research, develop, produce, and update written media relations information including press releases, media alerts, articles (up to 1600 words) and other items requested by the contracting officer�s technical representative to support. The contractor shall assume one (1) article quarter (4 per year) for pricing purposes.� The contractor shall be required to deliver scripts/speeches and/or talking points to support this effort. The contractor shall assume one (1) total per quarter. (e.g. 1 script or 1 speech) All information products shall be delivered to JPEO-CBRND. Graphics � Graphic Design, Illustration, Photography and Video Support. � Graphic Design and Illustration Support. The contractor shall research, develop, produce, update, and inventory graphics, for use throughout the organization. These products include info graphics logos, posters, banners, brochures (tri-fold or bi-fold) and other types of illustrations. Assume the need for one (1) info graphic, and one (1) brochure (tri-fold or bi-fold). � Video and Photography Support. The contractor shall research, develop, write and produce scripts, shoot, edit and produce approximately 1 new video presentations per quarter and update existing video presentations. One of the two presentations may require graphics or animation. The contractor shall prepare and submit video. (similar to TED Talks and info graphic video formats; approx. 3 minutes in length) � � Capability Statements: Interested 8(a)s are encouraged to submit their capability statements that meet the above types of services. For more information, refer to http://www.sba.gov/content/table-small-business-size-standards. 8(a) � If you identify your company as a Small Business or any of the SB subcategories as stipulated in Question # 2, then is your company interested in a prime contract for the services above? 4. Under the current SB recertification regulations, do you anticipate your company remaining a small business, under primary NAICS Code _____? If you are a SB answer questions 4A & B. All others skip to Question #5. A. If your company is awarded the contract, will you be able to perform at least 50% (percent) of the work? B. If you are a small business, can you go without a payment for 90 days? 5. Does your company possess the capabilities to provide the entire range of services called for in the services above? ______ YES _______ NO 6. Please provide details regarding proposed joint ventures, teaming arrangements, strategic alliances, or other business arrangements to satisfy requirements above. Offerors are encouraged to identify teams, indicating each team member's size based upon the NAICS code of the work that the team member may be doing. 10. Is your company currently providing similar services to another government agency (you may also include contract #s for government) or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customer's identity, please address whether your company offers the same or similar services commercially 11. Has your Company performed this type of effort or similar type effort (to include size and complexity) in the past, if so provide Contract Number , Point of Contact (POC), e-mail address, phone number, and a brief description of your direct support of the effort? 12. What are the core competencies of your employees that would support the requirements? Also, provide the total number of individuals currently employed by your company that are capable of supporting the requirements. 13. Please provide two video examples (approx. 3 minutes in length; one about a DoD subject) and 3-5 infographics for review. 14. Does your company have a SECRET facility or access to one should it be required? 15. Do all the employees that would support this requirement have a SECRET Clearance? 16. Has your firm received a Government Cost Contract within the last 5 years? If yes please provide the contract number, contracting officer and DCAA point of contact for these contracts.
