SUBJECT:����� REQUEST FOR PROPOSAL NO. 31310020R0004 ENTITLED, ""Technical assistance in support of nrc nuclear regulatory research for materials, waste, and reactor programs� OFFERORS: The U.S. Nuclear Regulatory Commission (NRC) is soliciting proposals for the project entitled above.� The full scope of work anticipated is as set forth in Section C, Statement of Work (SOW).� It is our intention by this solicitation to secure the best qualified organization available to perform this project, cost and other factors considered. Proposals for this requirement may be submitted by all business size standards. [Note FAR Clause 52.219-6 is included for the sole purposes of allowing orders to be set aside for small business concerns under multiple-award contracts.] In accordance with FAR 4.1102, offerors are required to be registered in SAM.GOV at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements. If you desire to respond, your proposal should address the proposal requirements set forth in Section L, of the solicitation.� All proposals will be evaluated against the evaluation criteria shown in Section M.� Offerors shall provide a proposal to the NRC comprised of a technical and cost/price portion separated into individual proposals and volumes.� The proposal shall contain a statement indicating the period of time the proposal is in effect; not less than 90 calendar days from the solicitation due date.� The proposal shall be submitted electronically via email to the agency point of contact by the due date and time specified in the solicitation. Electronic versions of the technical proposal shall be formatted in Microsoft Word or pdf.� Electronic versions of the cost proposal can be formatted in Microsoft Word, Microsoft Excel or pdf.��NRC is not responsible for technical difficulties associated with the transmission of any electronic files to the NRC.��Please note that the maximum size for email attachments to the NRC is 10MB, and the NRC cannot guarantee that attachments smaller than 10MB will be successfully delivered.��Accordingly, offerors may break down their proposals into smaller sections to stay well below the individual email size limitation.��Please note that all emails related to the proposal must be received by the Contracting Officer before the specified due date and time, and that any portion of the proposal received after the due date and time will be considered late and will not be evaluated. Offerors are solely responsible for ensuring that their proposals are timely received by the Contracting Officer, and are encouraged to submit their proposals early enough to avoid being late.� Proposals submissions shall be sent to jeffrey.mitchell@nrc.gov.�
