- Guardrail Repair & Install IDIQ, Yellowstone National Park GENERAL: The National Park Service, Intermountain Region (NPS-IMR), Northern Rockies Major Acquisition Buying Office (NR MABO), is soliciting for guardrail repair and install in Yellowstone National Park. PROJECT SCOPE AND LOCATIONS: The NPS-IMR intends to issue a Request for Proposal (RFP) to award the repair and installation of guardrail throughout Yellowstone National Park. Contractor shall provide the service of installing and repairing barricades, lights, danger signals, and warning signs in accordance with Manual on Uniform Traffic Control Devices (MUTCD), Part IV, latest edition and Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14), Section 635. Work performed shall be in accordance with the Manual Uniform Traffic Control Devices (MUTCD 2009), unless otherwise described in the Contract Scope of Work (CSOW). Unless stated in the SOW as Government Furnished, the contractor is required to provide all materials, labor, transportation and expertise required in performance of this requirement. This is a construction requirement in accordance with the definition of FAR 2.101: Construction means construction, alteration, or repair (including dredging, excavating, and painting) of buildings, structures, or other real property. For purposes of this definition, the terms buildings, structures, or other real property include, but are not limited to, improvements of all types, such as bridges, dams, plants, highways, parkways, streets, subways, tunnels, sewers, mains, power lines, cemeteries, pumping stations, railways, airport facilities, terminals, docks, piers, wharves, ways, lighthouses, buoys, jetties, breakwaters, levees, canals, and channels. PERIOD OF PERFORMANCE: The estimated period of performance for this requirement is July 1, 2020 to June 30, 2025 ESTIMATED MAGNITUDE OF CONSTRUCTION: Between $1,000,000 and $5,000,000 SET ASIDE: This acquisition has been set aside for Small Business. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. TENTATIVE DATES: The RFP is anticipated to be issued on or about May 8, 2020 (subject to change) and will be open for a period of 30 days. The Request for Proposal will be posted to beta.sam.gov.
