- FAR 13.106-1(b) (1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization).�In order to effectively execute Responsible Party (RP) oversight, a contractor with extensive experience at the Hunters Point and RP oversight is required. E2 has this requisite experience, is local to area (Emeryville, CA) and familiar with the regulators and regulatory requirements for projects near the San Francisco Bay. �E2 has extensive RP oversight capabilities and experience working with the US EPA on Superfund sites. �The RP for this site is moving forward with tasks required in the Record of Decision. �Without access to a knowledgeable and experienced contractor, US EPA can only request delays in the progress to ensure this site has no releases that effect human health and the environment.
