Description
The U.S. Fish and Wildlife Service (USFWS) Joint Administrative Operations, Acquisition and Property Operations, Construction / A&E Operations located at 911 NE 11th Ave. Portland, OR 97232 intends to issue a Request for Proposal (RFP) to solicit for and procure a firm-fixed-price to provide Design/Build services for the Equipment Storage Building Project at Kealia pond National Wildlife Refuge, near Kihei, Hawaii (County of Maui). The project magnitude is estimated to be between $250,000.00 and $500,000.00. The Period of Performance is estimated to be 360 calendar days. This procurement is being solicited as a Total Small Business Set-Aside. All responsible small business sources may submit a proposal which shall be considered by the agency. The NAICS code is 236220 with a size standard of $39.5 million or less annually when averaged over a three year period. A Firm Fixed Price award is contemplated from this solicitation with an award. The basis of award will be the best value to the Government utilizing the Tradeoff process in accordance with FAR 15.101. Two-Phase Design-Build Procedures of FAR 36.3 will be used. The technical evaluation factors for Phase I are expected to be Recent, Relevant Experience and Past Performance. The technical evaluation factor for the second phase is expected to be Technical approach. Option items will be evaluated in accordance with FAR 52.217-5. The solicitation is anticipated to be issued on or around May 13, 2020, with a Phase I proposal due date approximately 30 days after. Following evaluation of Phase I, selected contractors will be invited to submit Phase II proposals. Award is expected to be made in July of 2020. The solicitation package will include the Solicitation Form (SF1442), a statement of work, design/build general engineering requirements, bid schedule and other attachments as required. Documents will be posted to the https://beta.sam.gov/ and available on https://www.fedconnect.net/FedConnect/Default.htm public opportunities on or about May 13, 2020. Prior to proposal submission, contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
