- SYNOPSIS REHAB WATER DISTRIBUTION SYSTEM - HEADQUARTERS EAST - PHASE 4, 5 & 6 PMIS NO. 211492, 239512 & 239513 (1) Date: April 28, 2020 (2) Product or Service Code: Z2NE (3) Contracting Office Address: National Park Service Regional Office Serving Interior Regions 6, 7 & 8 Lakewood Major Acquisition Buying Office 12795 West Alameda Parkway PO Box 25287 Denver, CO 80225-0287 (4) Subject: REHAB WATER DISTRIBUTION SYSTEM - HEADQUARTERS EAST - PHASE 4, 5 & 6 (5) Proposed Solicitation Number: 140P1220R0012 (6) Closing Response Date: May 13, 2020 (7) Contact Point or Contracting Officer: Marcia Fox (8) Description PROJECT DESCRIPTION / SUMMARY: The Work consists of the following: Base Contract: The Work includes replace existing 4-inch and 6-inch waterline with 6-inch, 4- inch and 2-inch high density polyethylene (HDPE) by open trench methods. Work includes replacing fire hydrants, valves, and appurtenances, extending new service lines into existing buildings, installation of air release/vacuum valve vaults, placement of perforated drainage pipe in the same trench as waterlines, and pavement patching areas disturbed by waterline installation. Work also includes abandonment or removal of existing waterlines, fire hydrants, valves, valve vaults and appurtenances. Option A: The Work includes parking area and sidewalk improvements to the north of building 1198. This work includes the grading and placement of the asphalt parking area along with the placement of a concrete sidewalk, curb and gutter to the north of 1198. The work also include the demolition of the existing asphalt pavement (9) Period of Performance: Estimated Period of performance is 09/14/2020 � 9/28/2021. The work on site may not begin until May 3, 2021. Construction is estimated to take 90 -120 days. (12) A description of the procedures to be used in awarding the contract: a. Estimated date of Request for Proposal release: 6/8/2020 b. The anticipated award date: 09/14/2020 (13) The Request for Proposal will be posted on www.beta.SAM.gov and www.fedconnect.net Questions can be emailed to marcia_fox@nps.gov. Questions will not be accepted if submitted on FedConnect. (14) Place of Contract Performance: Project Location: This project is in Rocky Mountain National Park, Estes Park, Colorado. The project area near the Headquarters Area on the east side of the park, is approximately 3 miles southwest of Estes Park, CO. All work in this project is within the boundaries of the Utility Area Historic District, which is a culturally significant area. (15) Set-aside Status: Women Owned Small Business Set-Aside. NAICS 237110 Water and Sewer Line and Related Structures Construction Size Standard $39.5 million (16) Estimated Construction Magnitude: Between $1,000,000 and $5,000,000. (17) Award shall be made in accordance with FAR Part 15 to the lowest priced technically acceptable proposal with submittals that meet the specifications herein received from a responsible small business (see Subpart 9.1) (18) The Government anticipates awarding a single award Firm Fixed Price Contract
