Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center � Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement for software that provides a 3D voxel engine to visualize a mapped construction site for remotely operating engineering vehicles.� ERDC-CERL intends to award a purchase order on a sole source basis to Voxel Farm, Inc. in accordance with FAR 13.106-1(b)(1). Market research indicates that Voxel Farm, Inc. is the only source for this requirement because Voxel Farm software has been found to be the only software available that meets the government requirements which include the ability to visualize a beyond line of site remote environment in real-time for teleoperation of construction equipment accurately enough to be physically realistic from a human operator's perspective.� Another functionality required is the ability to integrate with a Robot Operating System (ROS). ROS has been chosen as the robotics software framework within the Army and other military branches, it is used by other labs like: Combat Capabilities Development Command Ground Vehicle Systems Center (CCDC GVSC) (formerly known as TARDEC), Communications-Electronics Research, Development and Engineering (C5ISR) Center, Armaments Center, Marine Corps Warfighting Lab, and Army Testing and Evaluation Center (ATEC). Being able to integrate with ROS is imperative for real time operation of construction equipment.� Voxel Farm operates on the Unity 3D engine, which is compatible with ROS.� It uses a unique discrete element method and physics engine to input raw LiDAR or point cloud data and create a persistent solid 3D model with mass and volume. This enables real-time 3D or Virtual Reality (VR) visualization of earthmoving operations using construction equipment such as an excavator over low bandwidth encrypted military radios.� Voxel Farm demonstrated the functionality of the algorithms and software by modeling data from our vehicles and creating a solid voxelized model. In addition, the Voxel Farm software has the following additional capabilities Millimeter resolution Allows large numbers of concurrent agents to consume and modify information in near real-time Handles distributing data to connectivity-challenged devices Consolidates�management of both surface data and what lies beneath Uses large-scale parallel processing Able to store, process, query, and visualize data of other types, including: Point clouds Meshes Volumetric data Mega-textures Heightmaps Black models Integrated with mainstream rendering systems, such as: WebGL OpenGL Unity3D Unreal Engine 4 This is not a small business set aside.� This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government�s acquisition strategy. Please provide responses to this notice no later than the Response time listed above in this notice, to: CERL-CT_QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offers list, or to receive a copy of any solicitation.� A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
