Description
REQUEST FOR INFORMATION (RFI) - SOURCES SOUGHT NOTICE Software to perform data mining, analytics, and reporting work. The Department of the Treasury, Internal Revenue Service (IRS) issues this Sources Sought Notice to determine the availability and technical capability of small businesses concerns including Small Disadvantaged, 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SDVOSB), and Historically Underutilized Business Zone (HUB Zone) businesses that can provide Software to perform data mining, analytics, and reporting work for the IRS SB/SE (Small Business/Self-Employed) and LB&I (Large Business and Investments) located at numerous facilities throughout the country, and�� from various satellite locations. Interested small business firms with qualifying experience and capability are requested to submit a capability statement to assist the Government to determine, in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b), whether this procurement will be set-aside. The Government reserves the right to consider a Small Disadvantaged, 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SDVOSB), or Historically Underutilized Business Zone (HUBZone) business set- aside based on responses received from this RFI. Introduction/Overview The purpose of this Statement of Work (SOW) is for software to perform data mining, analytics, and reporting work. SB/SE (Small Business/Self-Employed) and LB&I (Large Business and Investments) have a number of stringent requirements for data import, conversion, and custom reports. Software to perform data mining, analytics, and reporting work. as a desktop report mining tool used to extract data from human readable report files, such as text, Portable Document Format (PDF), Extensible Markup Language (XML) Paper Specification (XPS) and Hypertext Markup Language (HTML) and can also import data from sources such as Microsoft Excel and Access. It is Windows-based business intelligence and reporting tool that is easy to use without advanced technology skills. Unlike traditional data mining tools, software is need that easily mines data from existing text-based, PDF or XPS reports. It also accesses and analyzes data from database files, spreadsheets, ODBC sources, delimited text, and HTML files.� Background Through the Internal Revenue Service (IRS), Treasury administers America�s tax laws and collects the revenues that fund most Government operations and public services. Each year, IRS employees make hundreds of millions of contacts with American taxpayers and businesses. Treasury and its employees represent the face of Government to more U.S. citizens than any other Bureau. IRS provides services to millions of taxpayers to help them understand and meet their tax obligations. The IRS also deters people inclined to evade their responsibilities and vigorously pursues those who violate tax laws. Service and enforcement are equally important priorities for Treasury. Treasury is committed to both providing excellent service to taxpayers and enforcing America�s tax laws in a balanced manner. The IRS is seeking a software to perform data mining, analytics, and reporting work. as a desktop report mining tool used to extract data from human readable report files, such as text, Portable Document Format (PDF), Extensible Markup Language (XML) Paper Specification (XPS) and HyperText Markup Language (HTML) and can also import data from sources such as Microsoft Excel and Access. A software that is Windows-based business intelligence and reporting tool that is easy to use without advanced technology skills. Unlike traditional data mining tools, the IRS seeks a software that analyzes data from database files, spreadsheets, ODBC sources, delimited text, and HTML files.� Scope The Internal Revenue Service is seeking a software to perform data mining, analytics, and reporting work.� Once the contract is in place the IRS can upgrade to the latest version of the most-widely used report analytics solution in the world, which combines a powerful new user interface with enhanced features and functionality for those needing to access, analyze, manipulate, and leverage the data contained in existing, static reports. IRS SB/SE (Small Business/Self-Employed) and LB& (Large Business and Investments) plans to use this software for data mining, analytics, and custom reporting. The intended procurement will be classified under North American Industrial Classification (NAICS) code 511210 with a small business size standard of $38.5M annual revenue. The period of performance will consist of a Base Period plus four (4) Option Periods totaling 60 consecutive months. RESPONSE REQUIREMENTS: Interested parties responding to this Sources Sought Notice are to identify their firms' size (based on the U.S. Small Business Administration Table of Size Standard matched to the NAICS code), and type of business (i.e. 8(a), HUBZone, Small Disadvantaged, Veteran Owned, Service-Disabled Veteran-Owned, or Woman-Owned Small Business). Firms must provide their capability statements in sufficient detail that the Government can determine their experience, skills and capability to fulfill the Government's requirements. Statements MUST identify: (1) relevant contracts (preferably two or more) of similar software; (2) years of company experience in providing and maintaining similar software (minimum six years' experience is preferred); and (3) capability statement and include the following Technical Requirements: Program functionality which allows for the creation of user-specified traps and will allow the Navigation tree (index) to trap on and display fields chosen by the user (not pre-programmed of predefined by the software) and not necessarily in the order they appear on the report.� Program functionality which allows the user to carry a value (i.e.- a BOD Code) on several subsequent pages when the field (in this case, BOD code) is on the first page, but not on subsequent pages. Must be able to export reports to .pdf format while maintaining the integrity of the indices created.� Capability statements are not to exceed 15 pages, using no smaller than 11 point font. All capability statements shall include a cover letter that includes the Company's name, address, telephone number, facsimile number, email address, DUNS number, CAGE code and business size classification [Small, Small Disadvantaged, 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SDVOSB), and Historically Underutilized Business Zone (HUBZone)]. Capability statements must be received by the IRS Contracting Officer, Yolanda McDaniel, by the closing date of this notice (June 1, 2020, @10:00AM (EST) unless otherwise amended).
