Submittals must be in accordance with the attached information at the place and time specified. The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. The purpose of the personal service contract (PSC) is to provide a Senior Police Advisor to the International Narcotics and Law Enforcement Affairs Section (INL) at the U.S. Embassy in Lima, Peru.� The Advisor will be the principal expert, policy advisor, and coordinator on law enforcement matters for INL in support of police institutional development and professionalization activities in the counternarcotic effort in Peru.� The advisor is responsible for program management services to design, plan, implement, monitor, and evaluate the police program, assistance, training, and operations in the field.� The Senior Police Advisor advises the Peruvian National Police (PNP) and works to help build and professionalize the institution. DUTIES AND RESPONSIBILITIES� Under the direct supervision of the INL Director and/or Deputy, the Senior Police Advisor will perform the following duties: Serves as the INL project advisor to plan, design and implement activities to develop the institutional capacity of the Peruvian National Police (PNP), meeting regularly with high-level PNP officials to discuss program direction and activities. Develops goals, objectives, and budgets for the program and indicators to evaluate performance. Manages program operations and monitor regularly to ensure that program objectives are being achieved. Assists the INL Director and Deputy in analyzing and evaluating the planning, design, and implementation of assistance programs. Maintains Director and Deputy informed of developments and provide recommendations related to the PNP, including efforts to bolster law enforcement capacity, enhance citizen security, and disrupt illicit trafficking.� Supervise Program Assistants (FSN-9 and FSN-10) and one Administrative Clerk (FSN-06) Advises PNP on law enforcement training and development, and on institution building. Works with appropriate PNP officers to support training programs of Peruvian police personnel based upon a determination of appropriate skills needed to achieve law enforcement objectives. Conducts regular liaison meetings with PNP training officers to develop an annual training plan, approve requests for assistance, ensure proper use of INL training funds, and monitor effectiveness of training.� Assist PNP in organizing seminars and training courses in country. Establishes an annual training budget for police training with regional partners and at U.S. civilian and military institutions and recommend to PNP officials appropriate training courses.� Prepares periodic reports and cables on major law enforcement issues in Peru and analytical reports on subjects such as doctrine and institutional development, changes in drug trafficking patterns, significant developments in police capacity, or policy recommendations. Evaluates requests from the PNP for USG support and recommend course of action to INL Director and Deputy Director.� Prepare draft correspondence for appropriate reply.� Works in conjunction with the INL Management Officer and INL Procurement Office, define annual procurement requirements for project-supported national police activities. Works with PNP counterparts to quantify requirements, ensures validity of type and extent of support provided, and monitors to ensure that assistance is utilized in accordance with regulations. Prepares and presents briefings to USG, GOP, and third country government officials concerning law enforcement in Peru.� Coordinate with other USG agencies, GOP officials, and international partners. Works in conjunction with the INL Management Officer and INL Accounting Office, devises annual budgets for law enforcement assistance to facilitate achievement of project goals and objectives.� Performs periodic end use monitoring and coordinate closely with INL logistics officials. Provides INL logistics officials with current, accurate information regarding the status and location of items donated by INL to the GOP.�� Monitors and reviews project performance against support plans, logistical requirements, and measures of effectiveness to ensure compliance with approved policy guidance.� Performs continuing evaluations of progress towards meeting program objectives, to provide early notification of potential problem areas.� TRAININGS & DISTANCE LEARNING COURSES Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post.� Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT650) prior to deployment to Post. If applicable - Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS US Embassy Lima, Peru. Frequent travel throughout Peru is required to include high-risk areas. RELATIONSHIPS The Senior Police Advisor will receive general policy advice, supervision, and guidance from the INL Director and/or Deputy, and reports to the Deputy Director.� The Senior Police Advisor supervises three (3) LE Staff employees. COMPLEXITY This position involves developing detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program. Coordinating plans with various other groups including international donors, the U.S. Embassy, and the Government of Peru can be complicated. Projects require dynamic leadership, expertise and complex innovation, strict adherence to high-level policy without lower level interpretive assistance, and the ability to single- handedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may impact other programs. They are broad in scope and complicated by many complex features, technical, administrative, or political in nature. Assignments involve organizations, operations, and functions of significant complexity with inter-related USG and GOP programs in an international environment.� Adaptability and flexibility are indispensable.� The Senior Police Advisor occasionally initiates new or substantially modified methods and procedures, which results in significant program changes SCOPE AND EFFECTIVENESS Guidelines consist of USG and Department of State Acquisition Regulations and accepted legal principles and theories. In addition, the Advisor must be able to determine application of basic administrative policy statements concerning the issue or problem under study. The Advisor must also consider and adhere to various other existing federal regulations, and the interaction between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL account, applicable National Security and Presidential Decision Directives, OMB Circulars, and Department of State financial operating procedures and policies. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS U.S. citizenship with the ability to obtain and maintain Department of State Secret level security and Medical clearances. Department of State Ethics clearance (if applicable). Bachelor�s degree from an accredited U.S. institution AND ten (10) years related experience in the fields of law enforcement and/or anti-money laundering, or a high school degree with fifteen (15) years of related experience. Demonstrated five (5) years of experience designing and managing bilateral or multilateral criminal justice and security assistance programs in Latin America, including assessment, monitoring and evaluation. Demonstrated experience drafting related reports/documents, annual budgets, and strategic plan submissions. Spanish language fluency (written and oral) is required. Proven ability to work effectively with host-nation counterparts, departments, and ministries in Latin America to further program objectives. GOVERNMENT-FURNISHED EQUIPMENT The PSC shall be able to use a furnished office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. LEVEL OF EFFORT Hours for this full?time position will be the core hours of U.S. Embassy Lima, Monday through Friday with a minimum of 40 hours per week. The Advisor will be on call at all times while in country. PRE-DEPLOYMENT SUPPORT The Advisor may be required to attend briefings/orientation at the DOS in Washington, D.C. for up to one week as well as a mandatory one-week Foreign Affairs Counter Threat Training (FACT) in the U.S. prior to deployment. WORK ENVIRONMENT The primary workplace is the U.S. Embassy in Lima. However, the Police Advisor frequently travels to the field for meetings, conferences, activity reviews, field inspections, and program evaluations. Most field sites are in areas that have been declared hazardous duty locations by the Department of State due to hostile activities of narco-traffickers. EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Offerors should cite specific, illustrative examples for each factor. Evaluation Criteria Factor 1:�������� Work Experience����������������������������������������������������������������� (30 Points) Demonstrated work experience in managing complex projects which include determining and validating requirements, implementing progress on projects, as well as reporting on police professionalization and counternarcotic issues. Factor 2:�������� Program Experience������������������������������������������������������������ (10 points) Demonstrated experience in preparing budgets, advance acquisition plans (AAP), statements of work (SOW), procurement orders, purchase requests, sole-source justification waiver requests. Factor 3:�������� Management & Communication Experience�������������������� (30 points) Demonstrated ability to communicate effectively, both orally and in writing, in a timely and concise manner; interact effectively with others at all levels to prepare, analyze, explain and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines; and advise program officials. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. The Offeror Rating System is as Follows: Evaluation Factors have been assigned the following points: Factor #1 � 30 Factor #2 � 10 Factor #3 � 30 Total Possible � 70 Points Interview Performance � 30 points Satisfactory Professional Reference Checks � Pass/Fail (no points assigned) Past performance evaluation of applicant�s ability to perform under the contract.� In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Total Possible Points: 100 The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. COMPENSATION (BASE PAY) This position has been designated at the FS02/GS-14 equivalent level ($88,619 and $130,140 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
