SOURCES SOUGHT - MARKET RESEARCH A. Synopsis: ��This is a Sources Sought announcement for market research and acquisition planning purposes.� The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) is conducting market research to garner interest and the capabilities of United States and foreign firms for constructing the Trans-Regional Logistics Compound (TLC) project at Al Udeid Air Base, State of Qatar. The TLC is a programmed Military Construction (MILCON) project. �This announcement is not a request for proposals.�� B. Project Scope: �Construct a new Trans-Regional Logistics Compound to include a climate controlled warehouse, a 50-person dormitory and an operational vehicle facility. �This summary is not all-inclusive of the scope of the project. The approximately 18,600 square foot (SF) warehouse includes a high-bay with an interior mezzanine space. The ground level includes receiving, storage and administrative offices.�� The approximately 17,600 SF dormitory will be constructed within the compound.� The approximately 9,800 SF operational vehicle facility will provide work space for maintaining and outfitting vehicles. The facility includes restrooms, electrical, mechanical, information and telecommunication room, and enclosed and open hazmat storage.���� � The compound and each facility will feature anti-terrorism and force protection security features.� The secure enhanced access control systems and intrusion detection systems will be installed by others. Site utilities will include electrical, water, fire water, chilled water, sewer, storm drainage and information technology systems infrastructure.� Site structures and improvements include asphalt and concrete paving, fire water pump building and storage tanks, fire pump back-up generator, covered parking, central chiller, hazardous material storage, dumpster enclosure and sunshades.�� Al Udeid Air Base - PowerTech will design and construct the electrical substation and 11kV primary power.�� Prospective contractors for the TLC project must contact and coordinate with PowerTech for design and construction costs during the pre-award bidding phase and post award administration phase. C. Capabilities Statement and Project Experience Sheet(s) are included with this announcement.� Provide your capabilities and experience with not more than three similar projects.� The Capabilities Statement and Experience Sheets will not be used by the Government to either qualify or disqualify prospective contractors. D. Additional Information: A�list will not be generated from replies to this announcement.� Contractors will not automatically receive the Request for Proposal package with plans, specifications and drawings as a result of replying to this announcement.� The Government will not reimburse respondents for any costs incurred in preparation of documents in response to this notice. An active Department of Defense facility security clearance (FSC) is not required of the contractor. � This announcement does not restrict the Government as to the ultimate acquisition approach. The TLC project is a design-bid-build project. The Government anticipates awarding a firm-fixed-price contract. The magnitude of construction of the TLC is between $25 million and $100 million. Set asides and codes:� The project is classified through the North American Industry Classification System (NAICS) under code 236220 Commercial and Institutional Building Construction with a size standard of $39.5 million. A pre-solicitation announcement may eventually be publicized at the Beta.SAM.gov website.� Contractors are responsible for monitoring the website for the pre-solicitation announcement and for any posted changes or amendments.�� E.
