Description
NASA/HQ intends to enter into a sole source Blanket Purchase Agreement (BPA) with Airbus Defense and Space GEO Inc. (Airbus) for unique commercial optical and radar satellite imagery in support of NASA�s Commercial Smallsat Data Acquisition Program (CSDAP).� NASA intends to acquire imagery data with high spectral and high spatial resolutions, increased temporal frequency or other novel capabilities in support of existing Earth science research and application activities.� Airbus operates a constellation of 11 optical satellites: Pl�iades & SPOT series and 3 radar satellites: Synthetic Aperture Radar (SAR) Earth Observation Data: TerraSAR-X, TanDEM-X, and PAZ, all X-band radar satellites. Airbus also uniquely provides a suite of Elevation Data Products derived from optical and radar commercial data, providing elevation data ranges anywhere in the world covering all requirements from large-area coverage to high resolution. Airbus combination of 0.5 m spatial resolution Pleides-1a & -1b visible and near infrared imagery; 1.5 m spatial resolution SPOT-6 & -7 visible and near-infrared imagery; and radar data from TerraSAR-X, Tandem-X, and the PAZ satellites will provide improved digital elevation retrievals at monthly intervals for large portions of the Earth.� Airbus radar satellites also can provide all-season digital elevation data for areas of specific scientific interest because they are not affected by clouds.� Airbus� global pole-to-pole elevation product coverage along with high resolution and accuracy exceeds that of any global satellite-based elevation model available today. The Government intends to use FAR 13.5 Simplified Procedures for Certain Commercial items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:00 pm EST on�May 20, 2020.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this proposed effort on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government.
