- This is a combined RFI/Sources Sought/Notice of Intent issued in accordance with FAR Part 5.203 on behalf of the Naval Air Station, Patuxent River, MD. �The Government has a follow on requirement to complete thirteen additional Request Offerings within the National Help Desk Service Management application. This mission critical application supports NAWCAD�s 92,000 end users and 2,500 Subject Matter Experts worldwide. The Department of Navy intends to negotiate a sole source procurement with Flycast Partners, located at 3637 4th Street N, Ste 490, St. Petersburg, FL 33704, under authority of 10 U.S.C. 2304(c)(1). Flycast Partners is not a reseller, but rather an Ivanti certified Platinum partner, with certified Ivanti consultants, who have the experience and knowledge necessary to continue this follow on requirement. The Government has a requirement to complete thirteen additional Request Offerings which will complete the remainder of the organizations requirement.� The content developed by the Subject Matter Expert, included exhaustive collaboration between Customer Relationship Management/Horizontal Integration, Applications Integration and Business Intelligence (AIBI) Division, Data Center and Operations, Cyber Security, and Contract Support. Flycast Partners, Inc. has the requisite knowledge, experience and technical expertise to complete the additional request offerings and begin development on the Change/CMDB Modules. �When determining the feasibility of pursuing an alternative solution the government had to take into account the challenge of �passing on legacy program knowledge to a new vendor. �Awarding to a new vendor would cause significant schedule delays, as their personnel would face a steep learning curve that would cause degradation of performance quality. These delays of could last over 1-2 years. The NAICS code for this acquisition is 511210 Software Publishers. Although this notice of intent is not a request for competitive proposals or quotes, interested parties may submit capability statements via email to the Contract Specialist, Kevin Simone, at email Kevin.Simone@navy.mil.� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
