- SPECIAL NOTICE: The U.S. Army Corps of Engineers Louisville District (USACE) will be soliciting proposals for the construction of the Regional ISO Maintenance Hangar at Westover ARB, MA.��As part of the construction contract solicitation, the USACE intends to include the following sole source requirements: FLAME DETECTION SYSTEM:The design and specifications for this construction project will require proprietary construction materials necessary for a complete and functional optical flame detection and aqueous film forming foam (AFFF) releasing system. This system, which will be installed in the aircraft maintenance hangar, will protect mission critical, high-value aircraft from jet fuel fires.�The specifications will require the installation of the Det-Tronics Optical Flame Detection System, which is a brand-name product with no equivalent. Fire Alarm/Mass Notification System:�The Fire Alarm System and MNS must connect with other systems installed throughout the base. Signal Communications is the sole provider of�equipment compatible with the current Westover ARB network. Electric Utility:�Chicopee Light Electric is the only provider of utility services in the vicinity of the Westover ARB.
