Description
ARCHITECT-ENGINEERING (A-E) SERVICES SOLICITATION FA9301-20-R-0004 � This is a request for interested parties to submit a Standard Form 330 (SF330), Architect-Engineer Qualifications.� This is not a request for proposals.� Firms interested on being considered for this acquisition must submit a complete qualification package, in accordance with this synopsis and its attachments, to the Contracting Officer and Contract Specialist mentioned below. The Directorate of Contracting�s Construction Section (AFTC/PZIOC) at the Air Force Test Center at Edwards AFB, CA, has a requirement for an anticipated five-year, firm fixed-price (FFP) indefinite delivery/indefinite quantity (ID/IQ) contract, with an estimated $9.5M ceiling, to accomplish designs of various projects and engineering studies for A-E services. The associated North American Industry Classification System (NAICS) code is 541310, Architectural Services, with a small business size standard of $8M. The Service Code is C211, Architect and Engineering � General: Landscaping, Interior Layout and Designing.� IAW FAR 19.203(c), the anticipated acquisition will be a Small Business set-aside. Small Business firms interested on this acquisition must properly identify under which program they intend to participate and must be active under such program at the time of award. DESCRIPTION OF WORK: This is an IDIQ contract for A-E requirements at Edwards Air Force Base (AFB), California including the Air Force Research Laboratory (AFRL) and Air Force Plant 42 (in Palmdale, CA). The A-E firm shall be required to perform all or part of the services as identified in this Synopsis and the attached Statement of Work (SOW). Individual projects will be processed as individual Task Orders (TOs) which will be issued against the basic contract and will be executed in accordance with (IAW) the basic contract�s terms, conditions, this SOW, as well as each individual TO�s SOW. The A-E firm shall furnish all labor, material, supplies, equipment, superintendence, and transportation necessary to complete Task Orders for A-E services. ORDERING PERIOD AND CONTRACT TYPE: The A-E ID/IQ will have a single ordering period of five years with no options and will be structured to allow for the issuance of Firm Fixed Price (FFP), negotiated, task orders (TOs).� TEAMING ARRANGEMENTS: The prime firm shall provide a statement in the cover letter confirming executed teaming agreements are in place for all team members as part of the SF-330 submittal. The statement shall also list all team members. Contractor teaming arrangements are defined as a partnership or an agreement for a specific Government opportunity between a potential prime contractor and one or more companies that are potential subcontractors.� Additionally, the firms selected as the most highly qualified for this ID/IQ who is issued a Request for Price Proposal will be required to submit and negotiate one composite labor rate per labor category/discipline, to be incorporated into the contract.� Past performance information pertaining to a subcontractor or teaming partner cannot be disclosed to the Prime Offeror without the subcontractor�s/teaming partner�s consent. If a subcontractor�s/teaming partner�s information is used as a part of the Prime Offeror�s proposal, the Teaming Partner Consent Form MUST be provided from each subcontractor/teaming partner consenting to the release of their past performance information to the Prime Offeror (see Attachment 6). The Government will consider both the past performance of the joint venture entity and of the individual partners of the venture. Past performance regarding joint venture partners will not be rated as highly as past performance information for the joint venture entity itself.� The Government will consider the past performance of the prot�g�/mentor entity as well as the individual past performances of prot�g� and mentor. Past performance regarding individual prot�g� and mentor will not be rated as highly as past performance of the prot�g�/mentor entity itself. � PHASE ONE: � GENERAL SUBMISSION REQUIREMENTS: �See Attachment 4 � 1.� Offerors shall provide current and valid customer points of contact (name, position/role, email, and phone numbers) for each project submitted in Criterion (2). Also submit Contractor Performance Assessment Reporting System (CPARS) evaluations or industry equivalent performance documents for each project submitted in Criterion (2). Firms are encouraged to contact the appropriate government Project Managers, Contracting Officers, or Contracting Officer's Representatives to ensure CPARS evaluations have been submitted on completed government projects, particularly for those projects submitted under Criterion (2). �Offerors shall send the Past Performance Questionnaire (PPQ) (Attachment 6) to the point of contacts on the contracts submitted on Criterion (2) and request they are filled out and returned to the point of contacts identified on the PPQ form.� Offeror shall not alter the PPQ form in any way prior to distribution. NOTE: In addition to information submitted by the Offeror, the Government may consider information obtained from any other sources deemed necessary by the Government, for any relevant project (as defined above) completed by the Offeror, within the past five (5) years from the date this synopses was issued. This may include contacting the customers submitted with this Criterion and/or the point of contacts on the PPQs received. 2.� All SF-330 submissions shall be delivered electronically (DoD SAFE) to the primary and alternate point of contact identified on page 3, no later than 4:00 P.M., Pacific Standard Time (PST), on 30 days after release of Synopsis. See Attachment 4 for DoD SAFE upload procedures. LATE SUBMISSION OF SF-330s WILL NOT BE ACCEPTED. 3.� Information and materials submitted in response to this request will not be returned.� All data received in responses to this synopsis that is marked or designated as corporate proprietary will be fully protected from any release outside the Government. QUESTIONS: A pre-proposal (pre-SF330 submission) conference will not be held. Submit written questions regarding this Synopsis to the Contracting Officer and Contract Specialist no later than 4:00 P.M., PST., 30 April 2020 .� Questions and Government responses will be attached as a separate document.� If applicable, responses will be incorporated into this Synopsis. SELECTION PROCEDURES: This ID/IQ will be procured in accordance with the Selection of Architect-Engineers Act (40 U.S.C Sections 1101-1104, previously known as the �Brooks Act'), as implemented by FAR 36.6. �Upon evaluation of all the SF330s submitted, the most highly qualified top 5 firms will be identified as the Firms selected for negotiation based on demonstrated competence and qualifications for the required work, in accordance with the selection criteria as stated on Attachment 5.� The North American Industrial Classification System (NAICS) code is 541310, which has a size standard of $8,000,000. INTERVIEWS: In making the most highly qualified selection, the evaluation board may conduct interviews with highly qualified firms (by phone, in person, or in writing) during the final selection process.� PHASE TWO: � SOLICITATIONS: Firms determined to be the most highly qualified will be issued a solicitation to submit composite labor rates covering a variety of engineering and engineering support labor categories. Only one set of composite rates per labor category will be negotiated. Most labor categories will include junior, mid-level, and senior rates. Separate rates for specific teaming or joint venture partners will not be negotiated. AWARD PROCEDURES: To receive award, contractors must be registered in the System for Award Management (SAM). Register via the SAM website at https://www.sam.gov/SAM/. Those firms selected as the most highly qualified will be issued an individual Request for Price Proposal (RFPP) to negotiate labor rates. This synopsis and any resultant contract awards does not guarantee work to selected firms.
