Description
The position is based in the Regional HIV/AIDS Programs (RHAP) office at the USAID/Southern Africa Mission in Pretoria, South Africa. The RHAP office is responsible for direct management and oversight of PEPFAR programs in the USAID Non-Presence countries (NPCs) of Lesotho and Eswatini, including budgeting, procurement, management and accountability functions. In addition, the RHAP office provides essential management services (EMS) and Technical Assistance (TA) to the USAID Limited Presence Countries (LPCs) of Angola, Botswana and Namibia, as well as technical assistance to USAID Missions across Southern Africa. RHAP staff including management administrative and technical advisors, are demand driven and respond to PEPFAR support needs of the region, including South Africa. This position is part of a cadre of senior regional technical advisors who have expertise in guiding the planning and implementation of programs under the Presidents Emergency Plan for HIV/AIDS Relief (PEPFAR) in the southern Africa region. RHAP has technical advisors who specialize in HIV Treatment, Care, Biomedical Prevention, including VMMC and all prevention modalities, Strategic Information (SI), and Youth Prevention, OVC and DREAMS. The Youth HIV Prevention and Orphans and Vulnerable Children (OVC) portfolio within PEPFAR is a unique combination of health and social programs that support the medical and non-medical interventions (treatment, education, child protection, psychosocial well-being, etc.) of the PEPFAR platform, to strengthen families, communities and national systems that support children and youth affected by AIDS. This is an ideal position for candidates interested in comprehensive social services for vulnerable children, it requires that candidates have proven experience in DREAMS and in the prevention of HIV in youth, focusing on young women. Since the candidate will interact on a regular basis on technical matters with senior and experienced DREAMS and OVC Technical Advisors in the southern Africa region, in the Office of HIV/AIDS (OHA), and in the Office of the Global AIDS Coordinator (S/GAC), this position requires tact, diplomacy, maturity, technical savvy and experience.
