Description
I. Description: � � � � (i)��This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� � � � �(ii)� This solicitation is issued as a Request for Quote (RFQ) against 20115837 for Canine Kenneling services � � � (iii)� This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95 (Effective:26 Oct 2018). � � � (iv)� This proposed acquisition is a 100% Small Business Set-Aside. � � � �(v)� The proposed acquisition consists of the following Contract Line Items Numbers (CLINs): � � � � � � � �CLIN 0010:�� Canine Kenneling � Fresno, California � � � � � � � � Description:�� This requirement is for horse boarding�in accordance with the attached Statement of Work (SOW). II. Proposal Submission� � � � �(i)� The solicitation will end on May 18, 2020 at 8:00 AM Pacific�Daylight�Time (PDT). � � � (ii)� Email submissions only. Submit all proposals to Contract Specialist Matthew Redman, at the following email address: Matthew.P.Redman@CBP.DHS.Gov Subject line of the email should read: 20115837 � Canine Kenneling - USBP. � � �(iii)� Emailed submissions MUST include: �Pricing Sheet � Filled out and Signed �Document describing how requirements will be met for the Technical Evaluation (No more than five pages) � � �(iv)��Due to restrictions on the size of email, ensure that all emails submitted are less than 5MB. Any electronic submission determined to contain a virus will be deleted and not viewed or accepted for consideration under this solicitation. � � � �(v)��Submissions must be received no later than the exact time specified in this solicitation to be considered for award. Time of receipt will be determined by the government's email receipt time. It is the prospective Offeror's responsibility to ensure this is done according to the above restrictions. � � �(vi)� Pricing shall be entered using the Pricing Sheet, Attachment 2, of this synopsis/solicitation to provide prices for year of the IDIQ. � � (vii)� ****Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible, but no later than May 8, 2020 (8:00am Pacific Daylight Time), to enable the Buyer to respond. Questions must be submitted directly to the Proposal Submission Point of Contact (POC) as indicated in Section II(ii) of this solicitation document. Questions not received within a reasonable time prior to close of the solicitation may not be considered. **** � �(viii)� Proposals MUST be good for 30 calendar days after close of RFP. � � �(ix)� This solicitation requires registration within the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Period of Performance (PoP): � � � � Base: June 1, 2020 � May 31, 2021 � � � � Option Year 1: June 1, 2021 � May 31, 2022 � � � � Option Year 2: June 1, 2022 � May 31, 2023 � � � � Option Year 3: June 1, 2023 � May 31, 2024 � � � � Option year 4:��June 1, 2024 � May 31, 2025� IV. Place of Performance: The place of performance shall be within 40 miles from: � �� � � Fresno Yosemite International Airport � � � � �4995 Clinton Way � � � � �Fresno, CA 93727 V.� Evaluation Factors and Award � � � � (i)� Quotations that do not respond to all requirements in the solicitation may be found non-responsive without further evaluation, deliberation, or discussion. The Government may find non-responsive any quotation that is evaluated to be significantly not compliant with the solicitation requirements, unrealistically high or low in price, or reflects a failure to comprehend the complexity and risks of the work to be performed. The proposal must meet all minimum requirements defined in the SOW, in order to be evaluated on the below factors. � � � (ii)� The Government reserves the right to award without discussions with Offerors. � � �(iii)� An award shall be made to a responsive offeror (who submits all required submission on time), whose past performance does not pose a risk to the Government, and whose offer is the Lowest Price Technically Acceptable (LPTA). An offeror is technically acceptable if its technical capabilities conform to the Government�s Statement of Work. See below Federal Acquisition Regulation (FAR) Clause 52.212-2 Evaluation Criteria to be used in evaluation for this award. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) III.7 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) � �(a) (1)The Government intends to award a contract resulting from this solicitation to the responsible offeror(s) whose proposal(s) represents the best value from the selection of the technically acceptable proposal with the lowest evaluated price. Award will be made on the basis of the lowest evaluated price of proposals meeting the acceptability standards for non-price factors. Proposals will be evaluated for acceptability but will not be ranked using the non-price factors. � � (2) The Government may reject any or all proposals if such action is in the Government�s interest. � � �(3) The Government intends to evaluate proposals and award on initial proposals. Therefore, the offeror�s initial proposal shall contain the offeror�s best price. If multiple line items are priced, each line item will be evaluated to ensure that balanced (options) pricing exists. � � (4) A written award or acceptance of proposal mailed or otherwise furnished to the successful offeror within the time specified in the proposal may result in a binding contract without further action by either party. The Government will evaluate technical proposals on an acceptable/unacceptable basis to determine if that offer meets the minimum technically acceptable requirements. Failure to meet a requirement may result in an offeror being determined technically unacceptable. The below listed non-price factors will be evaluated as follows: Technical Past Performance Price � � �(5) Price is the most important factor. The non-cost factors when combined are less important than price. � �(b) Lowest Price Technically Acceptable Evaluation Process � � �(1) The Government will evaluate all technical proposals on a acceptable/unacceptable basis to determine all offers that meet the minimum technically acceptable requirements. Failure to meet a requirement may result in an offer being determined technically unacceptable. Any costs incurred by offerors in preparing or submitting offers are the offerors' sole responsibility; CBP will not reimburse any offeror for any proposal preparation costs. � � �(2) Award will be made on the basis of the lowest evaluated price of proposals meeting the acceptability standards for non-price factors. � � �(3) The non-price factors will be evaluated for acceptability (c) EVALUATION FACTORS � � � � � Factor 1 Technical � � � � � Factor 2 Past Performance � � � � � Factor 3 Price ��� 1. Evaluation Factor 1 - Technical Contractor must provide technical proposal that states how the company will meet the requirements in the Statement of Work. Total Evaluated Price The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
