Description
This is a request for proposals for construction prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Part 13 and Part 36, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Proposal (RFP) 140P4220R0016, Rehabilitate the Historic Wisler House at the First Shot Marker Task 1 Retaining Wall Stabilization - Gettysburg National Military Park. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2020-05 and are available in full text through Internet access at http:// www.acquisition.gov/far/. The project includes the removal and salvaging of the stone retaining wall for inclusion of the veneer on a concrete retaining wall along the roadway in front of the Wisler House. Work will include the demolition of the concrete retaining walls, concrete pad and concrete stairs. A new retaining wall will continue for the full front of the Wisler Home and continue in the east and west directions beyond the house to prevent the sloped ground from further sliding towards Chambersburg Road (Route 30) This procurement is a TOTAL SMALL BUSINESS SET-ASIDE. The Small Business Administration Size Standard for NAICS 238140, Masonry Contractors, is $16.5 million. Small Disadvantaged Business and HUBZone firms must be certified in accordance with solicitation clause, FAR 52.219-8, Utilization of Small Business Concerns. Estimated Price Range: Between $100,000 and $250,000. Refer herein to provision 52.236-27, Site Visit, for date, time, location, and point of contact. Refer herein to section entitled INSTRUCTIONS TO OFFERORS for proposal submittal requirements. Offerors shall submit quotations, amendment acknowledgements, and questions in accordance with the section entitled INSTRUCTIONS TO OFFERORS. All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
