INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 10.002 this notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The Department of Veterans Affairs, Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is conducting a market survey and is seeking a potential source for Boiler Plant Operators at the following VA Medical Center Locations: Miami, FL; Brooklyn, NY; Beckley, WV; Salem, VA; Bronx, NY; American Lake, WA; Seattle, WA; White City, OR. This is service contract. PROJECT DESCRIPTION: The VA is seeking potential sources to operate during certain shifts a fully functioning High Pressure (15 PSI and greater) Boiler Plant with all the associated equipment to produce and distribute high pressure steam at the identified above VA Medical Centers. VA Boiler Plants are located at various locations throughout the United States of America. Coverage is to include various rotating shifts which includes days, evenings and night as well as weekdays and weekends (to include Holidays). Operators must always remain in boiler plant during their shift. Some sites may have hazardous substances/chemicals such as asbestos piping insulation and special precautions will need to apply when doing certain types of work per Occupational Safety and Health Administration (OSHA). Contractor s work will be confined to the Boiler Plant at each site. Parking will be arranged by VA. Requirements and Qualifications: Please see the attached draft Performance Work Statement for project requirements and qualifications. Industry input on the requirements will be accepted. CAPABILITY STATEMENT: Respondents shall provide a general capabilities statement in the following format: Section 1: Provide company name, DUNS number, company address, Point-of-Contact name, phone number and email. Section 2: Provide company business size based on NAICS code 236220. Also, provide business type (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.), the number of years in business, affiliate information, parent company, joint venture partners and potential teaming partners. Section 3: Capability/Qualifications A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company must possess to perform services is described in the attached draft statement of work. Section 4: Draft Statement of Work (SOW) Comments - The Government is seeking input and comments on the attached Draft PWS. While not restricting comments in any way, the Government is especially interested in receiving comments in the areas listed below: Please confirm whether your company can staff all nine VA Boiler Plants sites identified in the SOW. Are any of the requirements included in the draft PWS unclear and/or ambiguous? If so, how would you recommend clarifying them? Please provide any comments and/or questions you may have, as well as any other input you may have on the draft PWS. It is requested that interested contractors submit a response (electronic submission) of no more than 3 single sided pages, single-spaced, 12 point font minimum that addresses the above information. Please note that hard copies will not be accepted. Responses must include the Sources Sought number and project title in the subject line of their e-mail response. Submissions (responses) shall be submitted via email to the primary point of contact listed below no later than May 13, 2020 at 2:00 PM ET. No phone calls will be accepted. The Capabilities Statement submitted in response to this Sources Sought shall not be considered to be a bid or proposal. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. After completing its analyses, the Government will determine whether to limit competition among the small business categories listed above or proceed with full and open competition as other than small business. At this time no solicitation exists; therefore, please DO NOT REQUEST A COPY OF THE SOLICITATION.
